Accounts Payable and Payroll Coordinator

Finance

FLSA: Non-Exempt

JOB SUMMARY

This position is responsible for performing accounts payable and payroll functions in the City's Finance Department.

MAJOR DUTIES

Receives and processes invoices; reviews documents; verifies accuracy and calculations; completes with appropriate information such as vendor codes and account codes; and forwards for appropriate review, approval, and/or processing.

Establishes and maintains accounting information in the automated financial system; verifies and updates packets; maintains automated files and databases; retrieves data for reports and/or records; and generates automated reports and records.

Receives vendor statements and checks for accuracy; contacts vendors to obtain missing invoices or verify information; maintains and updates database as needed.

Maintains and files vendor payments and accounts payable reports; maintains and files vendor packets to ensure compliance with regulations; maintains approved vendor list.

Coordinates the management of the City procurement card program, including issuance of new cards, review of transactions to ensure policy compliance, monthly reconciliation, and posting of transactions in the automated financial system.

Processes utility refund checks.

Prepares, submits, and distributes 1099s, W-2s, 941s, and state tax forms.

Prepares and processes biweekly and monthly payroll, payroll withholdings, payroll tax deposits, and car and phone allowance payments.

Performs related duties as assigned.

KNOWLEDGE REQUIRED BY THE POSITION Knowledge of accounts payable and payroll policies and procedures.

Knowledge of basic accounting principles and practices.

Knowledge of vendor account management principles and practices.

Knowledge of computers and job-related software applications.

Skill in problem solving, prioritizing, and managing time efficiently.

Skill in the provision of customer services.

Skill in oral and written communication.

Ability to process invoices, purchase orders, and payroll transactions with accuracy.

SUPERVISORY CONTROLS

The Finance Director assigns work in terms of general instructions. The supervisor spot-checks completed work for compliance with procedures, accuracy, and the nature and propriety of the final results.

GUIDELINES

Guidelines include GAAP, relevant state and federal laws, and city and department policies and procedures. These guidelines are generally clear and specific but may require some interpretation in application.

COMPLEXITY/SCOPE OF WORK The work consists of related accounts payable and payroll duties. Strict deadlines and the need for accuracy contribute to the complexity of the position.

The purpose of this position is to coordinate city payroll and accounts payable processes. Successful performance contributes to the efficiency and effectiveness of those functions.

CONTACTS Contacts are typically with coworkers, other city personnel, vendors, bankers, auditors, and members of the general public.

Contacts are typically to exchange information, resolve problems, and provide services.

PHYSICAL DEMANDS/ WORK ENVIRONMENT The work is typically performed while intermittently sitting, standing, or stooping. The employee occasionally lifts objects.

The work is typically performed in an office.

MINIMUM QUALIFICATIONS Knowledge and level of competency commonly associated with completion of specialized training in the field of work, in addition to basic skills typically associated with a high school education.

Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.
