Purpose : The Contract Analyst is responsible for providing district-wide contract administration, guidance, and oversight for procurement-related agreements and legal documents. This position serves as a subject matter expert in contract development, negotiation support, compliance monitoring, and contract lifecycle management. The Contract Analyst works collaboratively with departments, buyers, district leadership, legal counsel, finance, and external agencies to ensure contracts, memorandums of understanding (MOU), and inter-governmental agreements (IGA) are accurate, compliant, properly approved, and effectively administered.
ESSENTIAL FUNCTIONS:
Essential Functions . An individual in this role must be able to perform the following functions with or without reasonable accommodation:
Provide contracting guidance and expertise to departments, buyers, and district stakeholders regarding contractual requirements, risk considerations, and compliance obligations.
Lead the drafting, review, and negotiation of terms and conditions for master agreements, price agreements, MOUs, leases, IGAs, amendments, and other legal or procurement-related documents.
Review and research agreements involving private entities, federal agencies, state agencies, and other governmental organizations.
Ensure the accuracy, completeness, and appropriateness of contract language, attachments, exhibits, and supporting documentation.
Develop and maintain contract standards related to budget, payment terms, general language, insurance requirements, and other contractual provisions.
Partner with Internal and External Audit to establish, monitor, and track contractual controls, compliance measures, and provide required documentation.
Ensure all negotiation clarifications, revisions, and amendments are accurately incorporated into final executed contracts.
Generate, maintain, and periodically audit contract management module in APS financial system and ensure appropriate procedural controls are in place.
Maintain a tracking system for upcoming contract expirations and renewals to prevent service disruptions and preserve the district's negotiating position.
Respond to Inspection of Public Records Act (IPRA) requests related to procurement and contractual records in accordance with applicable laws, regulations, and district procedures.
Prepare Board action memos, reports, agenda items, resolutions, and supporting documentation for presentation to the Board of Education and district leadership.
Compile and analyze contract-related data and prepare reports for management, auditors, regulatory agencies, and the Board of Education.
Maintain confidentiality of sensitive procurement, legal, financial, and personnel information.

Articulates and facilitates the implementation of the mission and values of the Albuquerque Public Schools.
Safeguards confidentiality of privileged information.
Prepares and maintains accurate and complete records and reports as required by law, state directives, District policy and administrative regulations.
Shares the responsibility for the supervision and care of District inventory, proper and safe use of facilities, equipment and supplies, and reports safety hazards promptly.
Maintains professional relationships and works cooperatively with employees, the community and other professionals.
Maintains professional competence through District mandated, individual and staff training, in-service educational activities and self-selected professional growth activities.
Attends and/or conducts staff meetings and participates on committees within areas of responsibility.
Performs other tasks related to area of responsibilities as requested or assigned by an immediate supervisor.
PREFERRED KNOWLEDGE, SKILLS, ABILITIES AND EXPERIENCE:
Preferred Knowledge, Skills & Abilities. Thorough knowledge of contract administration principles and procurement practices.
Ability to analyze contractual language and identify potential risks and compliance issues.
Strong written and verbal communication skills.
Ability to prepare clear, concise, and accurate reports, Board documents, and correspondence.
Strong organizational skills with the ability to manage multiple contracts and deadlines simultaneously.
Ability to work collaboratively with internal and external stakeholders.
Proficiency with contract management systems, spreadsheets, and standard office software applications.
Experience in a public-sector or educational environment.
Knowledge of New Mexico procurement laws, regulations, and IPRA requirements.
Experience preparing Board or governing body agenda materials and action items
REQUIREMENTS:
Required Education, Licenses, Certifications, & Experience. Bachelor's degree in Business Administration, Public Administration, Procurement, Finance, or a related field.
Five (5) years of progressively responsible experience in contract management, procurement, public purchasing, legal contract administration, or a closely related field.
Experience drafting, reviewing, and administering complex contracts and agreements.
Experience interpreting laws, regulations, policies, and contractual requirements
