Job description

SUMMARY:

An employee in this class is responsible for the enforcement of City laws and ordinances regarding stray, dangerous, nuisance and unwanted domestic animals; investigates complaints; patrols assigned areas; and animal apprehension while performing other duties related to humane animal protection and control. The employee will be required to work independently, and an initiative is required as experience is gained. Work will be reviewed through reports and accomplishment of desired results.

Responsibilities

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Investigates complaints from the public and other agencies regarding nuisance, stray, uncontrolled, dangerous or diseased animals.

Conducts investigations of complaints regarding animal cruelty and neglect; investigates animal bites, arranging for appropriate identification and quarantine.

Explains local laws, codes and ordinances relating to the care and control of animals, filing of complaints, and internal policies to the public.

Performs shelter duties as required; reports need for supplies and maintenance.

Issues citations for violations of applicable regulations; patrols assigned areas operating a city vehicle.

Captures stray and unlicensed animals for impounding; removes dead animals from public and private properties; transports injured animals and provides for their care.

May testify in court regarding citations and disposition of complaints.

Maintains records and prepares daily reports related to work performed.

Operates humane traps, mobile radios, cellular phones, and related animal control tools and equipment.

Identifies basic symptoms of common animal diseases and recommends veterinary medical care of isolation to the animal owner.

May speak to and meet with a variety of community, business and educational organizations to further the goals of the program.

Maintains records of work performed and materials used.

Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a team.

Represents the city with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

Performs other duties as assigned.

REQUIRED KNOWLEDGE, ABILITIES AND SKILLS:

(Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.)

Knowledge of the geography of the City of Moss Point or the ability to acquire this knowledge rapidly.

Thorough knowledge of the principles and skills used to capture a variety of animals.

Working knowledge of the occupational hazards involved in the work and the proper safety precautions for the safe performance of the job.

Ability to understand and carry out oral and written instructions.

Ability to deal with citizens to elicit their support for the animal control policies of the City.

Ability to analyze situations and to adopt quick, effective and reasonable courses of action.

Ability to understand and follow oral and written instructions.

Ability to express ideas effectively, orally and in writing.

Ability to prepare clear and comprehensive reports in writing of activities.

Ability to establish and maintain effective working relations as necessitated by work assignments.

Physical condition adequate to perform activities such as running, jumping, throwing, and other such physical actions which may be necessary to catch and control animals.

Ability to read, comprehend, and explain City ordinances especially as they relate to animal control.

Skill in the operation and care of a light duty truck.

Ability to react to change productively, and to handle other tasks as assigned.

Must have and maintain a valid Mississippi vehicle operator's license.

SUPERVISORY RESPONSIBILITIES: This position has no supervisory responsibilities.

Requirements

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

High School Diploma or GED equivalent with a minimum of four (4) years of related experience.

SPECIAL REQUIREMENTS

Must possess a valid Mississippi Driver's License

Pass a pre-employment background check, drug/alcohol screening, and employment screening required for city employees.

Have an acceptable motor-vehicle record (MVR).

Remain insurable under the city’s governmental vehicle policy.

Be physically able to drive, load, unload, and transport animals and associated equipment safely; this may include lifting heavy animals or carriers and working outdoors in hazardous conditions.
