Animal Control Supervisor
nThe City of Seabrook is seeking an experienced and dedicated Animal Control Supervisor to lead the City's Animal Services Division. This position is responsible for planning, coordinating, supervising, and participating in all aspects of animal control enforcement, shelter operations, public health protection, and animal welfare services.
nReporting to the Police Lieutenant, the Animal Control Supervisor oversees Animal Control Officers, shelter personnel, and volunteers while ensuring compliance with federal, state, and local regulations. This position serves as the City's subject matter expert on animal services and plays a critical role in protecting public safety, promoting responsible pet ownership, and ensuring the humane care of animals throughout the community.
Essential Duties & Responsibilities
nLeadership & Administration
nnPlan, organize, direct, and evaluate the daily operations of the Animal Services Division.
nSupervise, mentor, schedule, train, and evaluate Animal Control Officers, shelter personnel, volunteers, and other assigned staff.
nAssist with the development and administration of the division budget and monitor expenditures.
nDevelop and maintain policies, standard operating procedures, emergency response plans, and operational goals.
nEnsure compliance with departmental policies, safety standards, and applicable federal, state, and local laws.
nIdentify opportunities to improve operations, enhance services, and strengthen community partnerships.
n nAnimal Control Enforcement
nnOversee investigations involving dangerous dogs, animal cruelty, neglect, stray animals, rabies exposure, bites, wildlife conflicts, livestock issues, and ordinance violations.
nEnsure investigations, reports, citations, criminal complaints, and evidence are completed accurately and in accordance with applicable laws.
nPromote safe and humane animal handling techniques.
nRepresent the City in Municipal and County Court proceedings as required.
n nShelter Operations
nnSupervise the daily operation of the City's municipal animal shelter.
nEnsure compliance with Texas Health and Safety Code requirements governing shelter operations, quarantine, sanitation, and animal care.
nOversee animal intake, redemption, adoption, foster placement, rescue transfers, and euthanasia decisions.
nCoordinate veterinary services, inspections, disease prevention efforts, and shelter maintenance.
nMaintain accurate records related to impoundments, medical treatment, vaccinations, owner notifications, and animal disposition.
n nEmergency Management & Community Engagement
nnParticipate in emergency management planning involving animals.
nCoordinate animal evacuation and sheltering efforts during disasters and emergency incidents.
nCollaborate with Police, Fire, Emergency Management, veterinarians, rescue organizations, and other community partners.
nPromote responsible pet ownership through public education and community outreach initiatives.
n nAdditional Responsibilities
nnSupport departmental initiatives and continuous improvement efforts.
nAssist with special projects as assigned.
nPerform other related duties as assigned.
n Minimum Qualifications
nEducation
nnHigh School Diploma or GED required.
nAssociate's Degree in Animal Science, Criminal Justice, Public Administration, Veterinary Technology, Business Administration, or a related field preferred.
n nExperience
nnFive (5) years of progressively responsible experience in one or more of the following:nnAnimal Control

nMinimum of two (2) years of supervisory experience.
n nLicenses & Certifications
nnValid Texas Driver's License with a good driving record.
nTexas Basic Animal Control Officer Certification.
nTACA Advanced Animal Control Officer Certification.
nTACA Administrative Animal Control Officer Certification.
nTexas Certified Euthanasia Technician.
nFEMA ICS-100.
nFEMA ICS-200.

n Work Environment & Physical Requirements
nThis position is performed in both office and field environments and may require working outdoors in varying weather conditions. Duties involve responding to animal-related emergencies, handling animals safely and humanely, operating City vehicles and equipment, and working around environmental hazards, infectious diseases, and potentially dangerous situations. The position requires standing, walking, bending, climbing, lifting up to 50 pounds independently (and more with assistance), and participating in an on-call rotation as needed.
