Position Summary
The Application Developer will support the design, development, testing, implementation, and ongoing maintenance of software solutions for the Shelter Occupancy Referral Tracking System (SORTS), Substance Use Assessment System (SUAS), and Substance Use Reporting System (STARS) projects. This position provides technical contribution across application software development, web services, full-stack web application programming, database development, data analysis and access, and software implementation.
The Application Developer will work with data structures, data manipulation, databases, programming, testing, and implementation activities and will contribute to the design of program specifications and implementation of software solutions. Depending on project assignment, the position may focus on web services and WCF/API-based applications, .NET and C# development, front-end and back-end web application processing, Oracle and SQL Server databases, or application software and data analysis. The position will collaborate with developers, technical teams, QA staff, database teams, and other stakeholders to deliver maintainable software solutions.
Essential Duties And Responsibilities
Design, develop, test, implement, and maintain application software supporting the SORTS, SUAS, and STARS projects.
Design and develop web services and WCF/API-based applications, as applicable to assigned systems.
Develop and maintain web applications using MVC, HTML 5.0, jQuery, and Bootstrap.
Perform both front-end and back-end processing for web applications.
Develop applications using .NET and C#.
Use JavaScript, TypeScript, and Angular 13/21 in application development, as applicable to assigned systems.
Work with data structures, data manipulation, databases, application design, programming, testing, and implementation.
Use and support Oracle and SQL Server databases and related data access requirements.
Perform data analysis and support application data access requirements for assigned systems.
Lead or contribute to the design of program specifications and the implementation of software solutions.
Prepare and maintain technical and user documentation, including specifications and implementation-related records.
Support software conversions and related application implementation activities.
Work with application environments that may include mainframe, mid-range, personal computer, and laptop environments.
Support DevOps practices and tools, including Git, Jenkins, Octopus, and CI/CD pipeline management, as applicable to assigned systems.
Collaborate with QA, database, development, and cross-functional teams to support testing, implementation, troubleshooting, and application enhancements.
Required Qualifications
Candidates must have a minimum of four (4) years of relevant professional experience with the following skill sets:
Designing web services and WCF/API-based applications.
MVC, HTML 5.0, jQuery, and Bootstrap.
Data structures, data manipulation, databases, design, programming, testing, and implementation.
Technical and user documentation and software conversions.
Exposure to environments including, but not limited to, mainframe, mid-range, personal computers, and laptops.
Leading in the design of program specifications and the implementation of software solutions.
.NET and C# development.
Both front-end and back-end processing of web applications.
Oracle and SQL Server database usage.
JavaScript, TypeScript, and Angular 13/21.
DevOps, Git, Jenkins, Octopus, and CI/CD pipeline management.
Writing application software, data analysis, and data access.
Minimum Experience
Position 116 – Application Developer: Minimum of four (4) years of relevant experience, with an emphasis on web services and API-based application development, .NET and C#, front-end and back-end web application processing, Oracle and SQL Server databases, JavaScript/TypeScript/Angular, and DevOps/CI/CD practices.
Position 117 – Application Developer: Minimum of four (4) years of relevant experience, with an emphasis on application software development, data analysis and access, data structures and manipulation, database and programming activities, testing and implementation, technical and user documentation, software conversions, and program specification design.
Preferred Competencies
Strong ability to design, develop, test, and implement software solutions in enterprise application environments.
Ability to work across front-end and back-end application components and translate requirements into maintainable software.
Strong understanding of database design, data structures, data manipulation, programming, testing, and implementation.
Ability to lead or contribute to program specification design and software implementation.
Ability to analyze data and support application data access requirements.
Experience preparing clear technical and user documentation and supporting software conversions.
Familiarity with DevOps practices, source control, automated deployment, and CI/CD pipeline management.
Strong troubleshooting, analytical, and problem-solving abilities.
Ability to collaborate effectively across development, QA, database, and business teams.
Ability to communicate technical information clearly to technical and non-technical stakeholders.
