POSITION OVERVIEW
The City of Fulton is seeking a strategic, enterprise-minded executive to serve as Assistant Director. This position provides executive leadership across major business service of Engineering, Streets, Natural Gas, Electric, Water, Wastewater and solid waste. and is accountable for operational performance, capital planning.
QUALIFICATIONS AND REQUIREMENTS
Key Responsibilities
Provide executive oversight of utility and public works projects
Meet with stakeholders to discuss challenges and develop a solution for those problems.
Guide major capital improvement programs and long-term infrastructure investments.
Represent the City in discussions with public agencies, community partners, and regional stakeholders.
Promote accountability, collaboration, and innovation.
Minimum Requirements
Candidates must possess:
A bachelor's degree or higher from an accredited college or university.
Current registration as a Professional Engineer in the State of Missouri.
Five years of leadership experience including responsibility for infrastructure systems, engineering operations and services, major capital programs, or public works functions.
Desired Qualifications
Success collaborating with executive teams and advancing organization-wide priorities.
Experience leading organizational transformation and improving business processes, systems, and workforce resources.
An advanced degree in, Civil Engineering, Mechanical Engineering, Electrical Engineering or a closely related field.
Experience developing long-range financial strategies, assessing operational and financial risks, and conducting cost-benefit analyses.
Current registration as a Professional Engineer in the State of Missouri.
Or ability to obtain Missouri PE within 6 months of hire.
Other Requirements
Physical: Ability to withstand extreme weather conditions; traverse rough terrain on construction sites, while working near creeks, ditches, manholes, culverts, storm drains, and traffic on City streets. Normal physical strength to handle 25 - 50 lb. objects, considering frequency. Normal physical balance: ability to maintain balance and physical control. Normal coordination and endurance, including eye/hand, hand/foot, dexterity of hands and fingers, etc. Average accessibility of all work sites required for the position. Average exposure to weather, temperature extremes, chemicals and fumes, heights, cramped spaces, dust, loud noises, darkness, and work safety hazards.

Above average complexity of decision making. Above average time pressure of decision making. Above average analytical and conceptual thinking. Above average verbal, nonverbal, and written communication.
