Job description

Join a premier organization dedicated to Creating Community and having opportunities every day for people. Human Development Services of Westchester (HDSW) is Westchester County community-based not-for-profit, having been involved in the evolution of community-based direct-care services for vulnerable populations in New York State since 1968. In today's ever-changing healthcare marketplace, HDSW offers person-centered, trauma-informed, culturally competent services through a unique blend of innovative inter-related programs. Here at HDSW, What Matters To You, Matters To Us!  We are looking for qualified individuals to join our team.

The Chief Clinical Officer (CCO) partners with the CEO to develop and carry out HDSW's clinical strategy and ensure high-quality, evidence-based services across all programs. The CCO provides executive leadership for OMH residential services, crisis services, recovery services, and future programs in development. In collaboration with executive leadership, the CCO strengthens clinical outcomes, improves care delivery models, and advances HDSW's mission. This position promotes evidence-based, trauma-informed, person-centered, and culturally responsive practices; leads continuous quality improvement; supports staff training and development; and uses data to guide accountability and program improvement. The CCO also ensures program compliance with applicable laws, regulations, and organizational standards; supervises program leadership and staff; supports hiring and evaluation; helps manage budgets; and works with the CEO to secure and identify funding. The ideal candidate is an effective leader and communicator who can manage multiple priorities in a fast-paced environment while maintaining a strong commitment to high-quality care.

Essential Functions:

Manage and provide clinical supervision for OMH Transitional Residential Programs, The Living Room Crisis Day Respite Program, CORE, and other assigned programs while ensuring regulatory compliance.

Partner with the CEO on grant development, including preparing and submitting proposals to foundations and other funders.

Mentor and collaborate with directors, managers, program directors, and other team members.

Work with the CEO to define a strategic vision and guiding philosophy for short- and long-term program goals.

Build and strengthen partnerships with public agencies, affiliate organizations, business partners, and community stakeholders.

Collaborate with the CEO to meet the objectives of the HDSW Corporate Compliance Plan.

Coordinate with the Director of Human Resources to ensure staff complete and maintain required training.

Minimum Qualifications and Required Skills:

· At least 10 years of healthcare leadership experience in clinical operations or OMH residential programs, with demonstrated success leading organizational change and quality improvement.

· Master's degree in a related human services field and 5–10 years of progressively responsible clinical supervisory experience.

· Licensed Clinical Social Worker (LCSW) required.

· Experience with HCBS Waiver services and person-centered practice preferred.

· Experience with Medicaid billing and budget management.

· Commitment to HDSW's mission and to practicing the principles of "What Matters To You" with colleagues and clients.

· Proficiency in Microsoft Office, strong organizational skills, creativity, and the ability to manage multiple priorities.

Strong understanding of recovery, person-centered practice, and wellness principles.

· Ability to maintain Statewide Central Registry, Staff Exclusion List, and criminal history background check clearance through the NYS Justice Center.

· Valid driver's license and access to a reliable vehicle.

· Ability on-call rotation as required.
