Behavioral Health Program Leader

In conjunction with the CDOC mission, vision, and value statements, this position will provide leadership and management oversight for behavioral health programs within Clinical Services, CDOC. Position will monitor and direct the operations in behavioral health for all CDOC facilities throughout the state of Colorado. Provide leadership oversight for the transitional behavioral health care services for inmates paroling or discharging from a secure correctional environment. The position will coordinate with the Division of Parole, approved community treatment providers, regional accountability entities and other community partners to ensure continuity of behavioral health care for inmates to the community from incarceration. This position develops and implements policies and procedures, protocols and ensure consistency of practice across all correctional facilities.

Specific duties include but are not limited to:

Provides oversight to multiple state-wide behavioral health service programs within the CDOC; programs include Mental Health, Substance Abuse, Sex Offender Treatment, Behavioral Health Peer Support Services, Community Behavioral Health, and Psychiatric Services;

Ensure that practices meet standards set by state and federal statute, the Colorado Office of Behavioral Health and The Colorado Department of Regulatory Agencies;

Liaison with other state and community agencies as assigned by the Deputy Director of Clinical Services;

Assist in completing monthly Clinical Services reports;

Work closely with the Deputy Director of Clinical Services, Chief of Medical Services, Behavioral Health Administrators, Wardens, national and local health officials to utilize research to meet community standards of care and the goals, objectives and mission of the department

Supervision and oversight for behavioral health FTEs state-wide through subordinate staff and programs, oversee development of staffing patterns and work units in order to deploy staff appropriately;

Develop and implement policies, procedures, protocols and standards; ensure continuity and compliance with all CDOC policies, rules and directives through CDOC Personnel Rules, Administrative Regulations, Clinical Standards, State and National laws, and local standards;

Ensure consistency of correctional/clinical/health care practices across all correctional facilities; ensure the safety and security of all practices in a correctional setting;

Work collaboratively with Directors, Chiefs, Wardens, National and Local Health Officials, as well as CDOC staff and administration;

Strategically plan and assist in budgetary needs and proposals;

Recommends changes in the locations of service delivery to maximize effectiveness of programs;

Uphold public safety and successful reentry of offenders;

Supervisory responsibility ensuring proper management of the Performance Management Program;

Participate, lead or delegate in advisory, medical professional, interdisciplinary, strategic planning, budget and related committees; serves as a clinical services resource for management and supervisors; moderate travel may be required
