Job description

Code Enforcement OfficerUnder general supervision, to perform a wide variety of duties involved in investigating, enforcing and resolving complaints about violations of City codes, licenses and permits. A completed POST Personal History Statement (PHS) must be attached to this application. Applications submitted without a Personal History Statement (PHS) will not be accepted.In the absence of the Code Enforcement Officer II, may exercise technical and functional supervision over assigned staff and volunteers. Receive and record complaints from the public and staff regarding violations of City codes including zoning, building and subdivision regulations, public nuisances, abandoned vehicles, weed and brush abatement, health and safety, and business licenses. Coordinate with planning, building, and public works staff, administration and legal counsel regarding code enforcement cases. Investigate complaints of violations of State and local codes, ordinances and regulations; document violations by site visits, photographs and other pertinent data; prepare and serve notices of violation and issue citations according to applicable codes and regulations; impose applicable penalties for failure to correct violations. Assist in the preparation of inspection warrants. Coordinate and conduct follow-up abatement procedures including the preparation of notices, agenda reports; resolutions and related supporting documentation; additional correspondence, site visits, and communicate with property owners, and calculate and compile data pertaining to cost of abatement of public nuisances and/or penalties for failure to correct violations for hearings by the City Council on code enforcement cases. Prepare and record a variety of notices, liens against real property, and release of liens. Prepare bid specifications; issue notices inviting bids for abatement of public nuisances; make recommendations on bid award and assist in administration of contracts for abatement work; conduct site visits to ensure the completion of abatement work in accordance with bid and contract specifications and other applicable laws and regulations. Provide information to property owners, tenants, the general public, business community and other government agencies regarding codes, laws and ordinances; respond to questions, complaints and inquiries. Maintain files and records related to code enforcement cases; prepare a variety of written reports, memoranda and correspondence. Assist in the development, implementation and administration of new programs and projects, compile and maintain a variety of statistical and financial data, and prepare and submit a variety of reports to other agencies. Assist with organizing and conducting meetings with community groups to reduce code violations and improve neighborhoods. Perform related duties and responsibilities as assigned.Knowledge of basic codes, ordinances, laws and regulations pertaining to fire and public safety hazards and public nuisances is desirable. Safe and efficient work practices as they relate to code enforcement. Modern office procedures, methods and equipment including computer equipment. Principles of record keeping and reporting. Safe driving principles and practices.Skill to operate modern office equipment including computer equipment. Operate photography equipment. Operate a motor vehicle safely.Ability to learn principles, practices, methods and techniques of code violation investigation and enforcement. Learn City codes, ordinances, laws and regulations pertaining to code abatement. Learn, interpret and apply State and local policies, procedures, laws and regulations. Learn court methods and court procedures including citation issuance procedures, methods used to obtain various types of inspection warrants, and principles used to prepare court documents. Learn to read and interpret maps, plans and legal descriptions. Maintain and update records, logs and reports. Respond to inquiries, complaints and requests for service in a fair, tactful and timely manner. Understand and follow oral and written instructions. Work independently with minimum supervision. Communicate clearly and concisely, both orally and in writing. Establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work.Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Two years of progressively responsible experience working with the public and in the interpretation of rules, laws, or procedures. Some code inspection and enforcement experience is desirable. Training: Equivalent to the completion of the twelfth grade supplemented by specialized training in the areas of planning, building inspection, investigation, or a related field. License or Certificate: Possession of, or ability to obtain, an appropriate, valid driver's license.Pay (in addition to base salary):Longevity pay up to 11% of base salary.Bi-lingual pay (2.5% speak & 2.5% writing).Night shift 5% pay.The incentives above can add up to $964 to your base monthly pay.Insurance:Insurance (medical, dental, vision & prescription): City pays 80% toward premium for employee and dependents.Insurance opt out incentive (if employee is covered under spouse or parent's insurance plan).City paid life insurance plan.City paid State Disability Insurance.City paid Employee Assistance Program.Retirement:State of California P.E.R.S. Retirement.Leave:Ten (10) vacation days annually, increases annually up to 20 days.Twelve (12) sick leave days annually.Compensatory Leave program in which overtime can be paid biweekly or converted to time off (up to 10 days).Bereavement Leave (40 hours)
