Description
POSITION SUMMARY
Performs inspection of a variety of construction and repair projects to ensure that work is in conformance with plans and specifications. This includes preparing daily reports, calculations of quantities and other civil engineering duties.
ESSENTIAL JOB FUNCTIONS Reviews plans and specifications for City projects undertaken by private contractors
Inspects a variety of construction and repair projects to ensure that work is in conformance with plans and specifications including, but not limited to, water mains, sanitary and storm sewers, street widening and resurfacing, ditch and culvert work, installation of traffic control devices
Interprets plans and specification and makes recommendation on minor changes in design as necessary
Ensures that proper construction materials are used and installed correctly and instructs contractors to make needed corrections and informs supervisors of contractors who fail to comply with instructions
Prepares inspection reports of materials used and construction progress to be used as basis for partial payments to contractors
Calculate grades, material quantities, equipment summaries and the necessary testing required for the installation of public utilities
Maintains accurate "as built" drawings and sketches of project for record
Coordinates needed testing of materials used in construction projects
Inspects work performed by private utility companies in the public right-of way to ensure repairs are performed safely and that right of way is restored to its original condition
Communicates with citizens and contractors concerning construction operations
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

Related City and State ordinances and codes
Efficient utilization of construction equipment
Mathematics, including geometry and trigonometry
City and State traffic control regulations for construction and maintenance
Surveying and drafting
Bookkeeping and budget principles

ODOT Construction and Material Specifications and City Construction Standards
The operation of a laptop and a smartphones
Skill in: Evaluating field construction and maintenance situations and in making sound decisions
Enforcing regulations with firmness and tact
Dealing effectively with contractors, other City agencies, and the general public
Reading and interpreting plans and specification
Maintaining records and preparing reports
Performing work duties with minimal supervision

Ability to: Prepare reports, gather and classify information about geospatial data.
Calculate areas, volumes, grades and slopes
REQUIRED EDUCATION. EXPERIENCE, AND CERTIFICATIONS Graduation from high school or General Educational Development (G.E.D) Tests equivalency and three (3) years of field experience in public utility, sidewalk, waterline, or storm and sanitary sewer construction work, of which two (2) years must have involved the physical inspection of those facilities. Two (2) additional years of field construction experience may be substituted for one (1) year of inspection experience.
One (1) year of surveying experience may be substituted for one (1) year of construction experience.
An Associate's Degree in Civil Engineering Technology or a closely related area may be substituted for one (1) year of construction or inspection experience.
No more than one (1) year of inspection experience is substitutable.

The employee is continuously indoors during the winter months when construction is not present. The employee is constantly outdoor during construction season; The employee will have to travel to multiple worksites very frequently. This position requires extended work hours. Health Insurance
The City of Toledo is a self-funded medical plan provider that offers a broad network of health services options for its employees. The City also offers a multi-tiered prescription drug plan and dental and vision care services.
Employees are required to pay a monthly premium depending on the employee's selection of single, single plus one, or family coverage. Coverage is also afforded for qualifying domestic partners, depending on the employee's bargaining unit. Monthly co-premiums are determined by collective bargaining agreement or Municipal Code.

Ohio Public Employees Retirement Plan
The City is a member of the Ohio Public Employees Retirement Plan (OPERS). All employees who are paid in whole or in part by the state of Ohio, a county, municipality, or any other political subdivision of state or local government in Ohio must become members of OPERS unless they are covered by another state retirement system in Ohio.
OPERS is a pension plan providing fixed retirement benefits every month based on a formula that rewards years of service. The City contributes 14.00% of the employee's annual base salary and employees contribute 10.00% of their annual base salary.

Deferred Compensation & 401(K)
The City of Toledo offers a voluntary governmental 457(b) deferred compensation plan, which is a retirement savings plan that allows eligible employees to supplement any existing retirement/pension benefits by saving and investing pre-tax dollars through salary deferral.
Contributions and any earnings are tax-deferred (both federal and state income taxes) until money is withdrawn. Withdrawals are taxed at ordinary income levels.

401(k)
The City of Toledo offers a voluntary pre-tax savings contributions retirement plan. The plan is commonly referred to as a 401(k).
Under the 401(k) plan, an employee's retirement savings contributions are deducted from the employee's paycheck before taxation. The City does not make contributions on the employee's behalf. (Contributions are tax-deferred until withdrawn during retirement). Annual contributions to the 401(k) plan are limited to a maximum pre-tax annual contribution, as established by Internal Revenue Service regulations.
Roth 401(k)
The City of Toledo also offers a voluntary post-tax savings contributions retirement plan. This plan is commonly referred to as a Roth 401(k) Plan.
Under a Roth 401(k) Plan, an employee's retirement savings contributions are deducted from the employee's paycheck on a post-tax basis. Annual contributions to the Roth 401(k) plan are limited to a maximum post-tax annual contribution, as established by the Internal Revenue Service.
