NOTE: THIS POSITION CAN BE FULLY REMOTE!
nPosition Objective: Provide services as a Contract Analyst in support of the overall functions of the Office of Research Facilities (ORF), Office of Acquisitions (OA) within the National Institutes of Health (NIH).
nDuties and Responsibilities:
nPre-Award Acquisition Support
nnnSupport acquisition planning for construction, AE, facilities, and ORF-managed service requirements
n
nnConduct and document market research in support of acquisition strategies
n
nnPrepare solicitation packages (e.g., RFQs, RFPs, IFBs, MATOC task orders, AE selections)
n
nnAssist with Brooks Act (FAR Part 36) AE procurements, including SF-330 reviews and selection documentation
n
nnDevelop and review Independent Government Cost Estimates (IGCEs) and price proposals
n
nnPerform price and cost analyses to support fair and reasonable determinations
n
nnPrepare pre-negotiation and post-negotiation memoranda
n
nnAssist COs during negotiations with contractors and AE firms
n
nnPrepare award documentation and ensure contract files meet audit standards
n
n nPost-Award Contract Administration
nnnSupport administration of construction, AE, and service contracts and task orders
n
nnPrepare contract modifications, including changes, options, incremental funding, and administrative actions
n
nnTrack contract performance, schedules, and funding in coordination with CORs
n
nnReview invoices and payment documentation for compliance and accuracy
n
nnAssist with resolution of contractual issues and coordination with legal and program offices
n
nnSupport contract closeout activities in accordance with FAR and NIH procedures
n
n nORF-Specific Advisory Support
nnnProvide acquisition advice to ORF OA COs and ORF program officials
n
nnAssist in aligning acquisition approaches with ORF mission priorities and workload balancing efforts
n
nnSupport transitions of contracts resulting from organizational realignments or workforce reductions
n
nnAssist with responding to audits, internal reviews, and data calls related to ORF acquisitions
n
n nPre-Award Acquisition Support
nnnSupport acquisition planning for construction, AE, facilities, and ORF-managed service requirements

n nQualifications
nBasic Qualifications:
nnnBachelor’s Degree required
n
nnMinimum of 5 years of federal acquisition experience, including construction, AE (Architect-Engineer), or facilities-related contracts
n
nnDemonstrated experience performing duties equivalent to a GS-12 Contract Specialist
n
nnStrong working knowledge of FAR Parts 12, 15, 36, and 43
n
n nPreferred Qualifications:
nnnExperience supporting MATOCs and task order awards preferred
n
nnAbility to communicate effectively, orally and in writing, with non-technical and technical staff
n
nnDetail-oriented and possess strong organizational skills with the ability to prioritize multiple tasks and projects
n
