About the Position: This position is with the U.S.Army Medical Command (MEDCOM), U.S. Army Health Contracting Activity (USAHCA), Health Readiness Contracting Office (HRCO), located at FORT SAM HOUSTON / BEXAR / TEXAS

Responsibilities

Perform pre-award and/or post-award functions for procurements involving complex, long-term contracts on highly specialized, extensive, new or innovative equipment/supplies and services of significant importance.

Analyze and evaluate cost and pricing data elements to determine price reasonableness for major acquisitions with limited precedent data available.

Terminate highly specialized and/or long-term complex contracts that affect a wide range of procurement activities or contractors' operations.

Will conduct the Small and Disadvantaged Business Utilization and related programs for complex acquisition programs.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.) OR Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Atleast one year of specialized experience equivalent to the NH-02 grade level in the Federal service which includes pre-and post-award actions to procure and administer contracts, experience with cost and price analysis procedures to evaluate bids or offers, as well as, experience with contract termination procedures. Provides guidance to team members in support of various policies and procedures within contracting. Ability to gather information and present solutions for issues/concerns; ability to determine best procurement approach; ability to communicate with customers and vendors. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02. You will be evaluated on the basis of your level of competency in the following areas: Contracting/Procurement Oral Communication Planning and Evaluating Problem Solving Time in Grade Restrictions do not apply to Pay Banded positions.
