Hui Huliau is a nonprofit Native Hawaiian Organization (NHO) and community service organization whose business activities principally benefit Native Hawaiians. As an NHO we operate under U. S. Small Business Administration (SBA) regulations and own small businesses that participate in the SBA 8(a) Business Development Program for minority owned companies. Our small businesses provide a variety of contracted services to the U. S. Military, U. S. Civilian agencies, and commercial customers at locations worldwide.

Profits from Hui Huliau's for-profit subsidiaries help sustain important education, social, economic, and cultural preservation programs that serve Native Hawaiians in the Waianae community. Description

The Contract Support Specialist plays a vital support role within the contracting and procurement process, assisting the Contracting Officer (KO) in the preparation, drafting, and effective management of various contracts. This position requires providing both administrative and technical support throughout the complete contract lifecycle (cradle to grave), ensuring strict adherence to all relevant laws, regulations, and organizational policies. The Contract Support Specialist’s contributions are fundamental to efficient procurement operations and the successful execution of logistics-focused contracts between entities such as the United States and partner organizations.

Key Responsibilities

Contract Lifecycle Support: Assist the KO throughout every phase of the procurement process, from the initial planning and requirements assessment to contract execution, administration, and closeout.

Logistic Support Agreements Management: Provide specialized administrative and technical support for a variety of logistic support agreements, with a particular emphasis on contracts such as Acquisition and Cross-Servicing Agreements (ACSA) and Mutual Logistics Support Requests (MLSR).

Drafting & Document Preparation: Prepare, review, and edit draft contract documents, agreements, and related correspondence, ensuring accuracy and compliance with regulatory requirements.

Regulatory Compliance: Support the KO in ensuring all contracting actions meet applicable federal laws, department guidelines, and established procurement procedures.

Facilitation & Coordination: Organize and facilitate meetings, discussions, and related engagements to clarify requirements, resolve issues, and support the progression of logistics agreements.

Administrative Recordkeeping: Maintain detailed and orderly records of contract actions, correspondence, performance data, and compliance documentation in support of audits or reviews.

Supportive, Not Inherently Governmental: While providing critical assistance, refrain from inherently governmental activities such as making final contract decisions, obligating funds, or signing contracts—responsibilities that rest solely with the KO.

Position Requirements

Skills and Qualifications:

Education: Associate's or bachelor's degree in business administration, Logistics, Supply Chain Management, Public Administration, or a related field preferred.

Experience: 2+ years of hands-on contract administration or procurement support experience, ideally within logistics or government/military contracting environments.

Essential Skills:Strong organizational and time management abilities

Excellent written and verbal communication skills

High attention to detail and accuracy

Familiarity with federal and logistics contracting laws and policies

Proficiency in drafting, reviewing, and editing formal contract documents

Analytical and problem-solving aptitude

Ability to track and report contract data in a systematic and confidential manner

Customer service orientation and collaborative work style

Technical Aptitude: Competence with standard office and contract management software (Microsoft Office Suite, electronic filing systems, and procurement platforms).

Certifications (Preferred): Contract Management or Acquisition certifications (e.g., NCMA's CPCM or CFCM) are a plus.

Willingness and ability to travel via locally provided aircraft, vehicles, and boats to remote locations. Ability to work in challenging environments, including high-threat areas and adverse weather conditions. Travel: Medium 25%

Ability to work in secure, fast-paced operational environments. Must meet physical and medical standards for access to military facilities. Able to travel as required within PACAF/USINDOPACOM AOR.
