nJob Description:
nParsons is looking for an amazingly talented Design Manager to join our Rail Transit team! In this role you will lead our design team on large Design Build and Alternative Delivery Projects working alongside our Contractor partners. We are seeking candidates that have led Design Teams to deliver rail transit systems and/or facilities for our clients. In this role, you will perform project planning, define project goals, and devise methods to organize and deliver the engineering tasks necessary to accomplish the work. In addition, you will develop an in-depth knowledge of client objectives while implementing contract terms and corporate policies, and manage budgets and schedules to meet the financial goals of the project. Further, you will lead the project execution to meet the customer's requirements and criteria.
nWhat You'll Be Doing:
nResponsible to formulate marketing and pursuit strategies working alongside the business development team, including:
nnnTeaming partners strategies in various capacities on large design-build pursuits.
n
nnIn-depth knowledge of client objectives, contract terms, and corporate policies, and familiar with the integration of engineering/technical aspects, as well as procurement and construction activities.
n
nnSupport for the proposal development and price negotiations with subcontractors and contractors.
n
nnExperience in leading a project from Concept/Initial Project Definition to 30% including accurate costing/scheduling.
n
nnCoordinate with third parties regarding requirements, agreements, regional entities, utilities, codes, Authorities Having Jurisdiction, adjacent businesses or stakeholders.
n
n nProvides direction, scope and commercial performance management for large scale Design-Build and/or Alternative Project Delivery (ADP) projects to meet project goals and objectives and ensures on-schedule completion within or below budget in accordance with contractual obligations. Project scope may include, but not limited to:
nnnMasterplan, design and / or integrate Transit Oriented Development (TOD).
n
nnIntegration of the transit projects with urban design, master planning, real estate development, regional connections and community considerations.
n
nnDesign, coordination and construction integration of fixed facilities.
n
nnMinimizing impacts to the public.
n
nnProtection of the environment, implementation of sustainability strategies and LEED metrics.
n
nnWork with transit agencies, municipalities, third parties, and utilities.
n
nnWork with Contracting partners to design and implement cost effective solutions.
n
nnActs as the Company representative with the client and selected subcontractors during the program execution.
n
nnNegotiates changes to the scope of work with the client and key subcontractors. Markets and secures additional work with client. Follows up on instructions and commitments associated with the project.
n
nnMay participate in negotiations with regulatory agencies and in public meetings in support of clients.
n
nnOversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.
n
nnEstablishes the program requirements for all areas of the project and monitors the draft and final deliverables for adherence to these criteria.
n
nnPlans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned project.
n
nnMobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work.
n
nnWorks with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans.
n
nnPromotes technical and commercial excellence on the project through application of Quality Assurance processes.

n nWhat Required Skills You'll Bring:
nnn4-year degree in Civil Engineering (or related)
n
nnAt least 10+ years of related work experience
n
nnRegistered Professional Engineer
n
nnThorough knowledge of industry practices and regulations
n
nnExperience as a Design Manager on Design-Build and/or other Alternative Project Delivery projects
n
nnProven background of leading multidisciplinary design teams on challenging, high-profile projects; teamwork, leadership and responsiveness
n
n n"What Desired Skills You'll Bring"
nnnExperience with MBTA strongly preferred
n
nnExcellent written and oral communications skills
n
nnMust be knowledgeable of current technology and how it can be effectively utilized on the project

nSalary Range: $120,800.00 - $217,400.00
