The Emergency Manager provides leadership, coordination, and administration of Villanova University’s comprehensive all-hazards emergency management program. Reporting to the Director of Environmental Health and Safety, this position is responsible for developing, implementing, and continuously improving emergency preparedness, mitigation, response, recovery, continuity, and resilience programs across the University’s campuses and operations.
The Emergency Manager works collaboratively with University leadership, Public Safety, Facilities Management, Student Life, University Communications, the Office of the Provost, University Information Technology, Athletics, Research Administration, and external partners to ensure institutional readiness for emergencies and disruptive events. The position serves as the University’s primary coordinator for emergency management planning, preparedness training, exercises, incident support, continuity planning, and emergency management program development.
The Emergency Manager develops and maintains emergency operations plans, annexes, procedures, and preparedness initiatives that support the University’s ability to protect life, maintain critical functions, sustain academic and business operations, and recover efficiently from emergencies. The position coordinates institutional emergency preparedness efforts across multiple campuses and supports major events, special events, and other activities requiring emergency planning and coordination.

Duties and Responsibilities: Emergency Management Program Leadership
Serves as the University’s primary coordinator for emergency management activities, including preparedness, mitigation, response, recovery, continuity, and resilience initiatives.
Develops, implements, and evaluates emergency management policies, procedures, standards, and programs.
Coordinates institutional emergency preparedness initiatives across University departments, campuses, and operational areas.
Provides guidance and consultation to University leadership regarding emergency preparedness and emergency management best practices.
Maintains awareness of emerging threats, regulatory requirements, and industry best practices applicable to higher education emergency management.
Planning, Preparedness, and Continuity
Develops, maintains, and updates the University’s Emergency Operations Plan and supporting annexes, procedures, and event-specific plans.
Coordinates continuity planning initiatives to support the continuation and recovery of critical University functions, services, research activities, and academic operations.
Conducts hazard vulnerability analyses, preparedness assessments, and program evaluations to identify risks and continuous improvement opportunities.
Supports development of mitigation strategies and preparedness initiatives to strengthen institutional resilience.
Maintains emergency management records, planning documentation, and compliance-related materials.
Emergency Response, Recovery, and Incident Support
Supports University response and recovery activities during emergencies, incidents, planned events, and disruptive situations.
Coordinates Emergency Operations Center activation, readiness, staffing, documentation, and support activities with internal partners.
Maintains situational awareness, incident documentation, resource tracking, and status reporting during emergency events.
Coordinates post-incident reviews (hot washes), after-action reports, corrective action planning, and improvement initiatives.
Facilitates coordination with external emergency management agencies, public safety organizations, government entities, and community partners during incidents and recovery efforts.
Training, Exercises, and Community Outreach
Develops and delivers emergency preparedness training and educational programs for students, faculty, staff, and University stakeholders.
Plans, facilitates, and evaluates tabletop, functional, and full-scale exercises designed to test University plans and capabilities.
Coordinates emergency preparedness awareness campaigns and outreach activities.
Manages corrective action processes arising from exercises, drills, and emergency events.
Supports compliance with emergency drill, exercise, and preparedness requirements.
Campus Partnerships and External Coordination
Develops and maintains collaborative relationships with University departments and external agencies that support emergency preparedness and response activities.
Serves as a liaison with local, county, state, federal, and regional emergency management organizations.
Supports emergency planning and preparedness activities associated with major events, athletic events, commencement/ceremonial exercises, conferences, and other special activities.
Participates in committees, working groups, and planning teams related to emergency preparedness and institutional resilience.
Program Administration
Coordinates program metrics, documentation, records management, budgeting support, equipment readiness, and other administrative functions necessary to support emergency management operations.
Other duties as assigned
Minimum Qualifications
Bachelor’s degree in Emergency Management, Homeland Security, Public Administration, Public Safety Administration, Environmental Health and Safety, Business Continuity, Criminal Justice, or a closely related field.
Comprehensive knowledge of emergency management principles and practices, including preparedness, mitigation, response, recovery, continuity, and resilience.

Preferred Qualifications
Master’s degree in Emergency Management, Public Administration, Homeland Security, Public Health, Business Continuity, Risk Management, or a related discipline.
Experience in higher education emergency management.
Experience developing and implementing emergency management plans.
Experience coordinating Emergency Operations Center activities.
Experience developing and facilitating emergency exercises and drills.
Experience supporting continuity planning and recovery operations.
Experience working within complex organizations and multidisciplinary environments.

Physical Requirements and/or Unusual Work Hours
Work is performed in both office and field environments. The position may be required to respond to emergencies outside normal business hours, including evenings, weekends, holidays, and during adverse weather conditions. Periodic travel between University campuses and off-site locations may be required. The position requires the ability to sit, stand, walk, communicate effectively, and operate computers, mobile devices, communications equipment, and other office technology for extended periods.

The final salary will be determined with consideration of several factors including the selected candidate’s qualifications, department budget availability, market data, and internal equity.
