Summary

About the Position: Incumbent will serve as an Engineering Technician responsible for performing design and layout plans for mechanical systems and equipment.

Responsibilities

Perform studies, design calculations, and analyses for HVAC, plumbing, and piping systems.

Prepare comprehensive design documents, technical drawings, specifications, and government construction cost estimates.

Conduct day-to-day surveillance of field engineering activities for maintenance, repair, and minor construction initiatives.

Perform rigorous quality assurance inspections spanning multiple disciplines, including electrical, mechanical, and structural/carpentry systems.

Represent the department in post-award conferences and reviews contractor work schedules to maintain an uninterrupted progress flow.

Manage contract administration duties, including evaluating change requests, monitoring performance metrics, and processing progress payments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Current Federal Employees: One year of specialized experience which includes assisting in designing mechanical utility systems (such as HVAC, plumbing, hydronic, or gas distribution systems); developing facility construction specifications and cost estimates; and conducting multi-disciplinary field quality assurance inspections on active construction projects. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering technology, architecture, construction technology, physics, mathematics, or a directly related technical or scientific field. (NOTE: You MUST attach a copy of your transcripts with the application package.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Time in Grade Requirement: Current Federal Applicants: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-09). External Applicants: One year of specialized experience which includes assisting in construction improvement projects to include assisting in life-cycle project management to include developing plans, preparing estimates of materials and costs, and coordinating with contractors/suppliers for project completion. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10). OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering technology, architecture, construction technology, physics, mathematics, or a directly related technical or scientific field. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
