Cross Plains Community Partner, Inc. (CPCP) is a private non-profit agency, that since inception in 1957, supports and serves men and women with developmental disabilities and their families in Northwest Georgia. Programs consist of Community Access, Supported Employment, and Support Services.

Summary
Reporting to the Board of Directors, the Executive Director (ED) will have operational and fiscal responsibility for Cross Plains Community Partner’s staff and programs. This role requires a leader who is a strategic big thinker with the capabilities to continue to develop and grow the organization; a leader who can pivot to accommodate continuous change. The ED is business minded while incorporating proven abilities to provide leadership in a way that enables the team to reach their full potential. Success in the ED role requires being well-connected and resourceful.
Essential Duties & Responsibilities
include, but are not limited to, the following:
Fiscal Responsibilities
Ensure ongoing programmatic excellence, rigorous program evaluation and consistent financial management and leadership
Ensure continuous evaluation of assets and resources needed to achieve the strategic goals of the organization
Build an annual budget that aligns with the organization’s vision and goals and submit the budget to the board for approval
Administer and provide oversight for all fiscal activities, which includes monitoring expenditures and revenue against the annual budget
Oversee and evaluate internal monthly billing for contracts, Medicaid Waiver, State-funded services and Georgia Vocational Rehabilitation
Possess a working knowledge of the internal and external Medicaid billing system and all applicable Medicaid policies
Maintain compliance with all applicable laws, standards and contracts as required by federal, state and local funders
Ensure an annual independent audit is completed and distributed to the board and other required entities
Provide insight to the board of directors regarding barriers and other potential challenges that would affect the annual approved budget
Execute, approve, and obtain board signatures for DBHDD contracts and ensure all requirements are fulfilled
Provide oversight for all external bookkeeping and Medicaid, GVRA billing activities
Ensure liability insurance and all other requirements for non-profit status are current and fulfilled
Provide ongoing guidance to ensure all aspects of programmatic and financial risk management are implemented
Report to the board on all matters of business, finance and risk management that pertain to the overall operation of the organization
Leadership Responsibilities
Cultivate a culture that is built on the organizational values of trust, respect and partnership
Provide quality management and leadership that embed person-centered practices into all levels of the organization
Provide visionary leadership by providing clear direction, goals and resources to equip all team members to execute the plan
Develop and maintain a strong board of directors, serve as ex-officio, foster strong board involvement, and collaborate to establish strategic direction
Actively engage Cross Plains’ board of directors, volunteers, event committees, partnering organizations and funders
Work with board chair to create board meeting agendas and attend board meetings
Cultivate existing community partnerships and proactively look to create new collaborations
Supervise, lead, develop, evaluate, and retain a high-performance senior leadership team
Provide ongoing leadership development that prioritizes and executes implementation of best practices and aligns with the principles of accreditation as outlined by The Council on Quality and Leadership (CQL)
Ensure that innovative employment and community-based services are a priority for all community partners and internal stakeholders
Possess capacity, adaptability, and organizational leadership to mitigate the effects of an evolving and constantly changing state IDD system
Provide advocacy at the national, state and local level regarding matters that pertain to services for people with IDD
Provide leadership to ensure Cross Plains achieves and maintains a 4-year national accreditation
Ensure organizational compliance with state and federal systems and services for people with Intellectual and Developmental Disabilities
Create and distribute an annual report for board of directors and funders and stakeholders
Operations Oversight Responsibilities
Remain current of organization and methods of operations, and requirements from regulatory entities included but not limited to DBHDD, CARF, CMS/Federal Medicaid Guidelines, Department of Labor, and State-funded Contracts.
Sign and execute all agency annual contracts with state entities DBHDD and GVRA, DHS and other organizational contractors
Possess and maintain a working knowledge of labor laws and human resources (HR) related policies
Develop and implement policy and procedures that ensure compliance with labor laws and all regulatory entities
Serve as agency primary HR manager conducting ongoing effective HR management activities
Maintain appropriate protocol for performance review, staff development and personnel records
Provide oversight to maintain current personnel files in compliance with legal standards and ensure proper acknowledgements, time sheets, and leave records are present along with other required documents through use of current methods of data management.
Oversee daily management and annual evaluation process for all employees
Ensure processes and systems to maintain record of employee counseling, probation, and termination
Assume sole determination of employee termination and seek counsel from the board as needed.
Assist supervisors with resolution of personnel issues to assure that staff are aware of their rights and responsibilities as CPCP employees
Ensure effective systems that track progress and regularly evaluate program components that measure success and communicate progress to employees, board, funders, and stakeholders
Provide leadership that drives commitment for quality programs and data-driven program evaluation
Ensure compliance with processes and regulations of Medicaid Waiver and State-funded
Responsible for ultimate oversight of Medicaid, CMS, and Qlarant audits
Maintain WEX program and training
Maintain knowledge of vehicles in CPCP fleet and required documentation and maintenance
Provide oversight for WEX card, use of vehicles, documentation and safety related to transportation
Oversee operational management of vehicle maintenance and operator training to assure safe transportation to participants
Provide oversight for building maintenance and ensure all aspects of building safety are addressed and budgeted
Fundraising and Communication Responsibilities
Support fundraising activities that assist existing programs and program expansion
Complete and submit the annual United Way RFP, budget, and beneficiary report
Host annual United Way tours and respond to other request for presentations/information
Present funding request with board chair and treasurer to the United Way funding panel
Pursue any applicable grants and meet requirements, if awarded
Evaluate and enhance all aspects of communication, from web presence to external relationships with l stakeholders with the goal of creating a stronger brand
Maintain a strong working relationship with all funding partners and meet the requirements and timelines for all written reports, presentations and information submission
Provide an annual report and ongoing communication regarding successes and any needed resources for quality service provision
Report to the board on all matters of business, finance, and risk management that pertain to the overall operation of the organization
Actively contribute and participate on boards, committees and workgroups that are engaged in work that effects the broader IDD system and that will have reciprocal benefit to Cross Plains
Maintain and cultivate strong relationships with the Division of Developmental Disabilities and national organizations to influence decisions relative to the IDD service delivery system
Future Planning and New Business Responsibilities
Build partnerships that enhance and expand opportunities to meet Cross Plains’ mission and the needs of the local community
Identify grants and alternative funding sources that align with organizational strategic goals of sustainability and growth
Create and implement new programs that strategically meet the mission and goals of the organization
Partner with the board of directors to develop strategic goals for the organization
Be an external local and national presence who communicates and publishes program results with an emphasis on the successes of a local program that can be replicated at a state and national level
Qualifications
The Executive Director will be thoroughly committed to the Cross Plains' mission and should have proven leadership, coaching and management experience.
Required
A Master's degree in Business in Human Services, Public Service or another related field; or Bachelor’s degree with 5 years or more leadership experience
Seven to ten years of senior management experience
A track record of effectively leading and scaling an outcome-based organization
Specific examples of having developed and operationalized strategies that have taken an organization to the next stage of growth
Preferred
Excellence in managing an organization with proven experience and ability to identify, coach and manage senior staff to achieve organizational outcomes
Proven ability to identify and develop high performance teams, set and achieve strategic objectives and manage a budget
Attributes that focus on sustaining a culture of trust, respect and person-centered practices
Proven ability to positively influence, coach, listen, motivate and inspire people to produce their best work
Knowledge and experience working with state and national IDD systems
Ability to communicate in writing and speaking passionately and persuasively
Proven interpersonal and multidisciplinary project skills
Proven action-oriented and innovative approach to business and program planning
Proven ability to work effectively with diverse groups while maintaining a positive approach and culture
Physical Demands:
Work is predominantly performed in a quiet to moderately loud office environment. Required to remain in stationary position 50% of the time, occasionally move about inside the office, constantly operate computer and other office productivity machinery such as copier and position self to maintain files in cabinets and occasionally life up to 25 pounds; ability to accurately communicate information and ideas so that others will understand; observe details at close range; lawfully and safely operate a motor vehicle.
