Federal Programs Specialist
Assist in the administration and compliance of federally funded programs by supporting grant management, fiscal oversight, monitoring, and documentation for Title I, Part A; Title II, Part A; and Title IV, Part A in accordance with federal, state, and district requirements.
High School Diploma or GED Ability to successfully interact with students, professional employees and district patrons Ability to write reports and business correspondence Organizational skills Experience with clerical or related duties Such additions and alternatives to the above qualifications as the Board of Trustees may find appropriate and acceptable.
While performing the duties of this job, the employee is regularly required to talk or hear. The employee is frequently required to walk; sit; use hands for fine manipulation, handle or feel and reach with hands and arms using a keyboard and video display terminal. The employee is occasionally required to stand and stoop, kneel, crouch or crawl and climb stairs. The employee must maintain emotional control under stress, and occasionally work prolonged and/or irregular hours. Frequent district-wide travel is also required. The employee must regularly lift and/or move up to 10 pounds and occasionally up to 35 pounds. Specific vision abilities required by this job include close vision. The work environment is a standard office setting including standard office equipment (fax, copier, phone, computer, etc.). All safety rules and procedures will be adhered to and the work area will be kept clean and orderly at all times. The noise level in the work environment is usually low to moderate.
Paid 60% from Title 1 Funds Monitor district and campus implementation of Title I requirements to ensure compliance with ESSA, EDGAR, Uniform Guidance, TEA regulations, and district procedures. Maintain documentation, inventory records, and supporting evidence required for TEA validation, federal monitoring, audits, grant record retention, and inventory verification. Assist with preparation of grant amendments, budget revisions, compliance documentation, and other Title I administrative requirements. Develop and maintain grant-specific procedures, guidance documents, compliance tools, and internal controls to support the effective administration of federally funded programs. Maintain required certifications and training related to federal program administration. Represent the district professionally in interactions with staff, parents, community members, and outside agencies.
Paid 20% from Title II Funds Monitor implementation of Title II-funded activities and expenditures to ensure compliance with statutory requirements. Maintain documentation supporting allowable uses of Title II funds, equitable services (when applicable), grant timelines, and required reporting.
Paid 20% from Title IV Funds Monitor implementation of Title IV-funded activities and expenditures to ensure compliance with statutory requirements. Maintain documentation and supporting evidence related to well-rounded education, safe and healthy students, educational technology, program evaluation, and grant reporting.
Serve as the district resource regarding compliance requirements for Title I, Part A; Title II, Part A; Title IV, Part A; and other assigned federal programs. Assist with preparation for TEA monitoring, validation reviews, independent audits, and other federal compliance activities. Maintain district federal compliance calendars and monitor required reporting deadlines. Collaborate with the Finance Department to ensure expenditures comply with federal requirements while maintaining responsibility for program compliance rather than accounting functions. Perform other grant administration duties as assigned by the Director of Federal Programs.
