This is a public notice flyer to notify interested applicants of anticipated vacancies through the Certain Competitive Service / Modified Direct Hire Authority.. Responsibilities
In the GS-07 and GS-09 grade levels you will perform developmental duties, as assigned. At the Full Performance Level, GS-11, you will perform the duties below:
You will perform or advise on work in any of the phases or systems of budget administration.
You will work perform functions such as: formulation of budget and estimates to support plans, programs, and activities, including presenting and defending budget estimates before authorities.
You will review and evaluate budget requests; control and reporting of obligations and expenditures.
You will assist in the development, determination, and interpretation of budgetary policies and practices.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
You will implement legal and regulatory controls over approved budgets.
You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
You will perform a variety of other fiscal, accounting, or financial management duties and responsibilities.
Qualifications
To qualify for the GS-0501-07 level your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the federal service or equivalent experience in the private or public performing financial management analysis using knowledge of the concepts, principles, practices, laws, and regulations of budgeting and budgetary policies to perform the following:1) Supporting senior personnel involved with the preparation of budgets related to financial management of programs and administrative operations; 2) Supporting senior personnel involved with the development of budgetary policies and practices; 3) Communicating financial information orally and in writing. To qualify for the GS-0501-09 level your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public performing financial management analysis using knowledge of the concepts, principles, practices, laws, and regulations of budgeting and budgetary policies to perform the following:1) Assisting with the preparation of budgets related to financial management of programs and administrative operations; 2) Assisting with the development of budgetary policies and practices; 3) Assisting with defending report and estimates to senior leadership; 4) Following prescribed instructions to assist in budget analysis; 5) Communicating financial information orally and in writing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Education
You may use education to substitute for specialized experience if you have the following: For the GS-07 Level: 1 full year of graduate level education OR A Bachelors Degree with superior academic achievement OR Combination of education and experience For the GS-09 Level: A Masters or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree OR An LL.B. or J.D., if related OR Combination of education and experience GRADUATE EDUCATION must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (https://www.ed.gov/). Therefore, provide only the attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
