nAbout HEOP Program
nThe Arthur O. Eve Higher Education Opportunity Program (HEOP) is a collaborative initiative between the University and the New York State Education Department (NYSED). HEOP supports students who demonstrates academic potential but face financial and educational barriers to access college. The program's mission is to empower these students to thrive academically and graduate successfully.
nPosition Overview
nThe HEOP Counselor serves as a vital resource in advancing student success through personalized and group advising, targeted academic programming, and holistic guidance. This role requires a strong commitment to student development, academic guidance, and comprehensive engagement. Reporting to the Director for Federal and State Programs, the Counselor occupies a full-time, exempt, on-campus position that directly contributes to student retention and graduation outcomes. The ideal candidate must demonstrate a proactive, student-centered approach, providing essential support as students navigate academic, social, and financial challenges through their college journey.
nKey Responsibilities
nnnProvide comprehensive academic, personal, crisis, and financial advising to an assigned caseload of students.
n
nnCreate and maintain detailed and accurate student records.
n
nnSupport students in adjusting to college life, overcoming personal challenges, and developing skills for academic and personal success.
n
nnAssist in planning and executing the HEOP Summer Program (4–5 weeks).
n
nnParticipate in weekly staff meetings, one-on-one sessions with the Director, and professional development activities.
n
nnRepresent HEOP at campus-wide events and serve on University committees as assigned.
n
nnCollaborate with faculty and campus support services to enhance student outcomes.
n
nnDevelop and implement early intervention strategies for students experiencing academic difficulties.
n
nnMaintain regular communication with students to monitor progress and adjust support plans as needed.
n
nnGuide students through financial aid processes in coordination with relevant campus offices.
n
nnDesign and facilitate workshops on academic, social, career, financial, and cultural topics.
n
nnLead initiatives and programs that promote academic achievement and personal development.
n
nnContribute to program assessment and fulfill state reporting requirements.
n
nnMonitor student progress through ongoing communication with faculty, tutors, and support staff.
n
nnConnect students with campus resources such as mental health services, financial aid, tutoring, and career development.
n
nnAdvise and mentor the HEOP Student Board, supporting leadership development and program planning.
n
nnAdherence to the highest standards of professionalism, with active listening skills and the ability to work as part of a team while maintaining appropriate boundaries with students.
n
nnAvailability June - August for preparations and implantation HEOP summer program.
n
nnPerform additional duties as assigned by the Director for Federal and State Programs.

n nRequirements
nnnBachelor’s degree in counseling, social sciences, or a related field;
n
nnStrong interpersonal skills and a genuine interest in student development;
n
nnExcellent communication, organization, and attention to detail;
n
nnFull availability during June–August to support HEOP Summer Program and
n
nnProficiency in Microsoft Office.
n
n nPreferred
nnnMaster’s degree;
n
nnMinimum of two years of experience in higher education advising, especially with diverse student populations;
n
nnWorking knowledge of platforms such as Banner, Argos, Canvas, SLATE and EAB Navigate;
n
nnProven ability to manage projects and time effectively;
n
nnSkilled in establishing and maintaining professional boundaries with students.

nThe allotted annual salary for this position is $66,300.
