Summary
This position is in the Washington Headquarters Services (WHS), Human Resources Directorate, Personnel Services Division. The Directorate provides human resources support to the Office of the Secretary of War (OSW) and those Defense Agencies and Department of War (DoW) field activities WHS administratively supports. The Personnel Services Division provides recruitment, placement, and classification services for the Principal Staff Assistants in the OSW, WHS, and other supported DoW activities.
Responsibilities
Incumbent typical work assignments may include the following: Provides staff-level advice and developing solutions for complex issues related to HR classification principles, concepts, laws, policies, and procedures. Advises management officials on federal laws, rules, regulations, and concepts governing civilian personnel disciplines related to classification. Analyzes, researches, and develops internal policies and procedures to improve HR management programs. Utilizes automated personnel systems (like DCPDS) for classification and staffing actions and understanding their interrelationships with other automated systems. Conducts complex studies and analyses of position management, organizational structures, and their relationship with classification.
Qualifications
In order to qualify for this position, you must meet the requirements described below. You may qualify at the GS-12 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Ensure the accuracy of position and classification data within human resources information systems. 2) Conduct desk audits and position reviews to make sound determinations and writing detailed evaluation statements to support findings. 3) Resolve difficult classification issues by researching and interpreting agency regulations and standards. and standards. You may qualify at the GS-13 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: 1) Serve as a technical expert to provide authoritative advice and consultation to senior management on complex, sensitive, or controversial issues. 2) Classify a wide range of complex, high-grade, or precedent-setting positions, including those in professional, administrative, and scientific fields. 3) Develop solutions for difficult problems in organizational design, position structure, and classification appeals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
