About the PositionThis is advanced executive level work of a difficult and diverse nature that is performed primarily within the executive or legislative branches of County government. An employee in this class works under the broadest of guidelines and supervision and frequently represents the branch of government to which assigned. Assignments are characteristically of a sensitive nature, frequently involving shifting priorities and significant local, state and/or federal policies and guidelines. Due to the level of work and assignments, extensive coordinative and/or supervisory skills are required. Work is evaluated based on the manner in which assignments are resolved.About the Agency The Prince George's County Office of the Sheriff has been a vital link in the criminal justice system for more than 300 years, providing the citizens of Prince George's County with professional, transparent, and effective law enforcement service. The Office of the Sheriff serves as the law enforcement arm of the courts, responding to domestic violence calls, processing warrants, civil papers, domestic violence peace and protective orders, Emergency Psychiatric Petition (E.P.S.) orders, and the execution of evictions. The Office of the Sheriff is also responsible for court security, providing security and protection for visitors to our courthouses and securing courtrooms and holding areas. Deputies transport prisoners and are responsible for extraditing fugitives from other states.Examples of WorkSTRATEGIC PLANNING AND EVALUATIONCoordinates development and preparation of a variety of reports, data, policy, procedures, etc. for assigned units.Carries out administrative operations of the functional area including research, proposal and implementation of projects; monitors and ensures accuracy of timeline, staff attendance and progress reports.Conducts interviews, supervises and evaluates subordinate managers and provides training, counseling and direction to employees consistent with agency needs and objectives.Participates in the budget and procurement processes for the Agency, providing assessments of current project and initiatives.Originates complex reports and correspondence for signature of the Sheriff and other senior executive management staff.TRAININGSupervises Program and Course Design/Class Preparation.Prepare or obtain all materials, equipment, handouts, visual aids and schedule classroom or other appropriate space or facility necessary for class presentation.LEGAL RESEARCH AND COUNSELResearch various legal questions, opinions, etc., as necessary to ensure agency conformance with federal, state and local laws.As directed by the Sheriff and as required in the processing of legal documents, counsels the Sheriff and necessary staff on various complex legal questions that may arise.PUBLIC RELATIONS AND PROFESSIONAL REPRESENTATIONMaintains positive intra/inter-governmental and public relations.OTHER DUTIES AS ASSIGNEDWillingly and cooperatively performs tasks and duties which may not be specifically listed in the class specification or position description, but which are within the general occupational category and responsibility level typically associated with the employee's class of work.QualificationsMinimum Qualifications: Candidates must meet all minimum qualifications listed below to be eligible for additional consideration:Master's Degree from an accredited College or University in Business Administration, Public Administration, Law Enforcement Administration, Criminal Justice, or JD, or a closely related field.Four (4) years of progressively responsible experience in governmental activities advising senior law enforcement leadership on issues related to accountability, adherence to best practices, policies, procedures, operations and program managementExperience above must have included at least three (3) years in a related supervisory capacity.An equivalent combination of education, experience, and training which provide the required knowledge, skills, and abilities may be considered; however, there is no substitution for the required supervisory experience.Each Applicant Must Include Information That Clearly Demonstrates The Above Qualifications For This Position.Preferred Qualifications Highly qualified candidates may also demonstrate the preferred qualifications listed below:Previous public safety or local government experienceMaster's Degree in law enforcement administration, criminal justice, or a related field, or Juris Doctorate degree from an accredited law schoolFour (4) years of experience advising senior law enforcement leadership on pending personnel investigations and disciplinary matters; and critical incidents including in-custody deaths, deputy-involved shootings, and significant use of force incidents.Six (6) years of experience analyzing and applying laws, regulations, policies, and procedures related to law enforcement.Four (4) years of experience implementing, directing, leading, and measuring the effectiveness of programs, initiatives, and procedures.Additional InformationSalary Range Transparency: The salary range listed in this announcement reflects the offer range for this position. This position is essential. Essential employees are expected to report during standard or non-standard hours as operations necessitate, or during emergencies, requiring incumbents to report to work under all weather conditions, including emergencies such as severe weather, natural disasters, and other critical incidents. Essential employees are expected to report or remain at work when other County employees are granted Administrative Leave.BenefitsGeneral Plan Information: The Prince George's County benefits plan year is from January 1 to December 31. A spouse (to include a same sex spouse) can be added to the health benefit plans. A marriage certificate and social security number is required to add a spouse. Children under the age of 26 are eligible for coverage under the health benefit plans. This includes stepchildren and children of the same-sex spouse. A birth certificate(s) and social security number(s) is required to add a child(ren). If you are only adding the stepchildren or child(ren) of a same-sex spouse, you will need to submit a marriage certificate. You will also need to submit the birth certificate of the child(ren) and your spouse must be listed as a parent. The premiums for health benefits are deducted on a pre-tax basis with the exception of Long-Term Disability, Extra Life Insurance and Voluntary Benefits (Short-Term Disability, Whole Life Insurance, Critical Illness, Accident Insurance, Cancer Indemnity, Hospital Indemnity Protection, Accident Indemnity Plan, Supplemental Dental and Group Legal Services).New employees must enroll in the County's health benefit plans within thirty (30) days of the hire date. The effective date of the health benefits coverage is the beginning of the month following a waiting period of forty-five (45) days from the date of hire. After enrolling in the County's benefit plans, employees may only make changes to the plans either during the open enrollment period, which occurs annually (usually each October), and/or during the year, due to a family status change (i.e., marriage, births, divorce and adoption).
