Internal Audit - Public Service Administrator Opt. 2

The Illinois State Police (ISP) Office of Inspection and Audits is seeking a detail-oriented and service-focused Public Service Administrator Internal Auditor to join our team. This position serves as Internal Audit In Charge, leading the planning, execution, and oversight of audit projects and supervising audit staff. Supports the Chief Internal Auditor in developing the annual agency Risk Assessment, establishing audit priorities, and evaluating team capabilities. Maintains ongoing professional development and helps deliver targeted on-the-job training. Contributes to the refinement of audit techniques, ensures alignment with statutory requirements and internal standards, and recommends improvements to Office policies and procedures.

Essential Functions Serves as Internal Audit in Charge. Develops, plans, directs, and monitors audit projects. Serves as full line supervisor. Assists the Chief Internal Auditor in the development of the agency annual Risk Assessment, including audit risk priorities, and audit staff capabilities. Continues education through formal and in-house training. Works with Chief Internal Auditor to provide on-the-job training specific to the needs of the Office. Assists the Chief Internal Auditor in adopting audit techniques, policy concepts within the framework of statutory requirements, standards, policies and procedures, and suggests changes to the Office policy and procedures. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications Requires a Bachelor's degree or higher in accounting, business management, or public administration, with course work in auditing, accounting, business management, economics, computer science or related subjects. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience supervising in a public or private sector auditing office in auditing a body of government, either State or local units of government. Of the three (3) years' experience, two (2) years must be in developing an internal audit work program, independently and/or as an Auditor in Charge, including audit objectives, the scope of the audit, and the necessary tests to be performed.
