Primary Functions and Job Details

Performs labor and maintenance semi-skilled tasks below the journeyman level in a variety of work areas.

Examples Of Essential Duties

Principle Duties & Responsibilities

Follows safe practices in the performance of duties.

Operates compressors, jackhammers, cement mixers and other equipment for repairing streets and other public works projects.

Operates a front-end loader to clean out sludge in drying beds and the grit chamber pit.

Cleans and paints walls, ceilings, floors, windows and machinery and pipes.

Provide assistance to journey persons.

Responds to emergency situations for maintenance work as required.

Performs water system flushing on the night shift.

Participates in semi-skilled and other manual operations.

Bureau of Streets: Acts as night dispatcher by responding to street emergencies at night.

Responsible for the disposal of trash in the uptown business district street cans.

Responsible for overseeing the community service police car wash.

Responsible for traffic control; putting out barricades for city events, block parties etc.

Bureau of Water T/D: Cleans and flushes water mains, installs valves and hydrants and installs new house services.

Cuts, fits, lays, repairs, taps and makes water main cuts.

Set grade for sewer and street constructions; lays and caulks pipes, tamps and rakes asphalt.

Hoses out sludge in all water systems; reservoirs, wells, tanks, clarifiers, precipitator, holding tanks, sludge thickeners and mixer chambers.

Maintains fire hydrants by turning off valves, removing hydrants and replacing worn or defective parts; paints hydrants.

Typical Qualifications

Education, Training and Experience

Graduation from High School or completion of a GED is required.

At least two (2) years experience in similar maintenance work is required.

Experience in use and maintenance of standard tools used in construction and maintenance of public works facilities is required.

Licenses and Certificates Possession of a valid Pennsylvania State Driver's License is required.

Knowledge, Skills and Abilities

Knowledge of safe practices related to Public Works.

Proven ability in use and maintenance of standard tools used in construction and maintenance of public works facilities is required.

Ability to operate a vehicle on private and public streets is required.

Positive interpersonal skills are required.

Proven ability to respond quickly and effectively to emergency situations is required.

Proven ability to read, write, speak and comprehend English is required.

Proven ability to work as part of a team and to collaborate successfully with others is required.

Proven ability to adapt to new or changed situations and to show flexibility in making improvements in work processes and operations is required.

Proven ability to exhibit customer-centered behaviors and to focus on customer needs is required.

Proven ability to commit to excellence in service and to continuous improvement is required.

Environmental Conditions Indoors, environmentally controlled.

Outdoor, exposed to inclement weather and extreme temperature.

Exposure to noise, pollution.

Safety Equipment Used or Needed Personal Protective Equipment such as hardhats, gloves, safety glasses, ear protection, rain gear, steel toed safety shoes, rain boots and respirators.

Comments Requires standing outdoors for long periods

Works around motorized or moving equipment and machinery

Requires working long hours and must be available to handle emergency situations after hours, weekends and holidays.

Requires heavy manual lifting up to approximately 100 pounds to the level of a pickup bed.

Requires the use of tools such as a screwdriver, pliers, wrenches and other tools when assisting mechanics.

Requires operation of light automotive vehicles and power-driven equipment including pickup truck, dump truck and front-end loader.
