Job Description and Duties

Under the direction of the Human Resources Division (HRD), Assistant Deputy Director (ADD), the Culture and Talent Management Branch Chief will provide managerial direction and policy guidance over enterprise-wide employee engagement and organization culture, workforce and succession planning, change management, training and employee development, and talent acquisition programs.

This position requires a current Manager II exam. If you need to take the exam or if your list eligibility has expired, you must obtain the exam.

This position is headquartered at the Sacramento location and is eligible for a hybrid telework schedule. Employees must be able to report to their assigned headquarters office as assigned. Travel expense to and from the assigned headquarters are the responsibility of the employee. Eligibility for telework requires the employee to reside in California per California Government Code Section 14200.

Effective July 1, 2025, specific Bargaining Units and associated Excluded State employees are subject to a salary reduction between 2% - 4.62% in exchange for hours for Personal Leave hours each month.

Working Conditions

a. Schedule: Monday through Friday, 8:00am – 5:00pm with some flexibility depending on operational needs. This position may be required to be reachable outside of normal business hours.

b. Travel: Occasional travel may be required.

Experience leading initiatives that strengthen organizational culture and employee engagement

Experience in talent acquisition, succession planning, leadership development, career development, workforce and succession planning

Experience with Diversity, Equity and Inclusion (DEI)

Strong knowledge of change management

Experience establishing competency models, career pathways and talent assessment frameworks

Ability to use workforce data, metrics, surveys, and analytics to identify trends, measure results and make strategic recommendations

Experience developing and/or conducting trainings

Experience advising executives and senior leaders

Knowledge of current recruitment trends
