Job description

Manager, Price to Win and Competitive Intelligence

FedSavvy Strategies | Remote (DC, MD, VA strongly preferred)

This is for an experienced professional! You need to walk into this role with the qualifications below. This is not entry level. You need to work in federal contracting and know how it works.

About FedSavvy Strategies

FedSavvy Strategies is a boutique competitive and market intelligence firm serving federal prime contractors. We help our clients understand their competitors, their customers, and their markets so they can win.

The Role

This is a dual role. You will lead and execute both competitive intelligence and Price-to-Win engagements for our clients. You will manage projects and execute projects. Both. Strong familiarity with open source driven intelligence is crucial. Your experience must be working directly on and with top 100 U.S. Government contracts and contractors.

Competitive and Market Intelligence: You should be able to lead a Black Hat review. Other engagements include market intelligence projects, ad hoc research projects and requests, client-focused strategic planning support, and competitive intelligence requirements. You will execute competitive analysis both as a project lead and in a supporting role on other projects.

Price-to-Win: You will develop Price-to-Win analyses that tell our clients what it will take to win, not just what they want to bid. That means building competitor price estimates, analyzing labor categories and rates, assessing competitor cost structures and likely bid strategies, and translating all of it into a defensible price target and recommendations the capture team can act on.

This position involves direct interaction with clients during facilitated Black Hat reviews (competitive intelligence enabled war games), Price-to-Win briefings, and other market intelligence projects. The ideal candidate is also able to bring in business opportunities.

We currently work 100 percent remotely. This may change. Candidates are strongly preferred to be in DC, MD or VA.

Basic Requirements

Minimum of five (5) years in competitive and market intelligence consulting and analysis, or intelligence analysis in a national security environment

Minimum of five (5) years verifiable experience developing Price-to-Win analyses for federal pursuits (you built them, not just reviewed them)

Intelligence analysis techniques using open source information and resources

Competitive analysis: SWOT, key accounts, competitor strengths by market, differentiation, summary of offerings by competitor, competitor pricing estimates, and detailed competitor reviews

Price-to-Win analysis: competitor labor rate and wrap rate estimation, labor mix and staffing assumptions, should-cost and price range development, and price-to-win recommendations tied to evaluation criteria

Working knowledge of federal pricing data sources

Understanding of federal contract types and how source selection methods shape pricing strategy

High level of comfort in MS Office Suite, especially Excel (you'll live in it for pricing models), plus Word and PowerPoint

Understanding of the general organization of the U.S. Government

Proficiency using AI tools such as Claude and ChatGPT to support and supplement analysis (not doing it for you)

The Candidate Is

Collaborative with colleagues and clients…we work together as a team

Confident, but not arrogant, when leading teams…drive to an action-oriented outcome!

Willing and able to do ALL aspects of our projects, from simple to complex (no ego, please)

Experienced in federal contract pursuits and able to articulate a compelling story that could win

Able to defend a price recommendation in front of a skeptical capture team and executive leadership

Education

Bachelor's degree from an accredited university or college with five (5) years relevant industry experience

MUST be a U.S. Citizen (not negotiable)

Desired Qualifications

Formal CI certifications

Formal Price-to-Win or federal cost/pricing training or certification

Formal education in intelligence analysis with a concentration in competitive intelligence

Work experience directly supporting major capture efforts over $50 million in value (don't use IDIQ ceilings)

Experience on the pricing side of a federal contractor (cost volume, FAR Part 15 / DCAA familiarity)

Experience using analytics and visualization software

Data science background

Compensation

Salary is negotiable depending on the candidate with a range of $100,000 to $120,000. 401(k) with matching. Full health insurance coverage.
