Job description
The Manager, Web Content & Design is responsible for the overall management of content and design of the WSSC Water corporate website and general oversight of WSSC Water intranet site. In conjunction with the Communications Office ( COMMS ) this individual will maintain the WSSC Water intranet homepage and the COMMS office pages. The Manager , Web Content & Design also serves as the primary liaison with IT teams to ensure systems are working properly and troubleshooting and mitigating performance and functionality issues. Expected to be available for emergency situations to manage website content to inform customers and stakeholders.
Essential Functions
Supervises personnel including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
Oversee the day-to-day maintenance of web content and manages content authoring and review process to ensure content is accurate and current
Works closely with and provides training to business sections on improving their internet and intranet pages
Drafts, edits, and publishes web content
Coordinates with content owners to ensure relevance, consistency, style and quality
Works closely with COMMS to ensure web pages are current and contain approved messaging
Ensures adherence to web design template, branding and WSSC Water editorial guidelines
Ensures all web content is correctly implemented within the current web standards and adheres to all WSSC Water policies regarding web content publication, accessibility, security and information architecture
Performs image editing and touch-ups; resizing of collateral web materials to fit website specifications
Develops and manages proactive user/customer-friendly programs for WSSC internet website
Collaborates with stakeholders at all levels to ensure web and mobile content complies with federal WCAG 2.1 Level A and AA accessibility requirements
Schedules and records training on accessibility requirements
Develops accessible templates for departments to create documents for publication on the website
Participates in the IT Change Management process weekly with business stakeholders to gather information on pending IT deployments and strategically provides guidance on appropriate internal and external communication style and approach internally and externally to stakeholders
Coordinates web-based projects for the COMMS with IT
Serves as the primary liaison with IT in implementing and developing new website initiatives
Serves as the primary liaison with COMMS and IT team for resolution of system or access issues
Implements the use of video and social media on the internet/intranet to communicate with customers and other stakeholders
Identifies and evaluates issues and advises management on good methods to communicate issues on the web
Provides support to users who manage their own content on intranet including troubleshooting and training
Administer, support and train users who manage constant contact subscription lists for the Commission
Provides support for visual signage
Works closely with IT and vendors on website maintenance and technology issues
Administers, develops, and troubleshoot online forms for the Commission website;
Provides support for Commission presentations in addition to special projects involving audio/video components
Monitors Google Analytics, Google Search Console and Google Tag Manager for mitigation of website issues, and gather analytics for campaigns
Trains photographer on using digital asset management platform
Assists with reviewing and approving photographs uploaded to the digital asset management platform
Drives a vehicle to conduct WSSC Water business

Required Knowledge, Skills, And Abilities
Thorough knowledge of website design principles for creating user-friendly and visually attractive web pages
Thorough knowledge of public relations and media relations principles, crisis communications and writing methods and style for use by the media
Thorough knowledge of the media business and ability to promote WSSC Water
Knowledge of web design best practices
Knowledge of WCAG 2.1 Level AA and A
Excellent verbal and written communications skills, with the ability to modify difficult material to appropriately communicate to target audience(s)
Familiarity with online tools such as SharePoint, Drupal or similar content management tools;
Ability to analyze difficult issues and potential impact on public opinion
Ability to cultivate and maintain positive relationships with employees and stakeholders
Advanced skill in utilizing HTML and CSS
Advanced skills in accessibility remediation
Minimum Education, Experience Requirements
Bachelor’s degree in Communications, public relations, journalism, information technology, or related field
6+ years of experience in public relations, media, or related field that includes: 3+ years of enterprise content management experience and the use of content management systems ( CMS ) and production for corporate websites
Experience with basic web and graphic design software such as Photoshop and Dreamweaver
OR
High school diploma or equivalent
10+ years of experience in public relations, media, or related field that includes: 3+ years of enterprise content management experience and the use of content management systems ( CMS ) and production for corporate websites
Experience with basic web and graphic design software such as Photoshop and Dreamweaver
Additional Requirements
Possession of valid driver’s license with no more than 4 points and obtain a WSSC Water driver’s permit within 90 days of hire or transfer
Completion of the WSSC Water Financial Disclosure Statement within 30 days of employment and annually
Preferences
Accessibility certification
Experience in water and/or wastewater industry
Fluency in Spanish
Salary $111,298 - $189,507
