Job description

Market Director, Infrastructure – Underground

Regular, Full Time

Hybrid

Do you want the opportunity to co-create with our experts on some of the most prestigious mass transit and underground infrastructure programs across North America? Can you navigate the dynamic landscape of this specialized market by adapting strategies swiftly, capitalizing on emerging opportunities, and mitigating risks? Are you committed to accelerating growth, advancing innovation, and delivering results in the expanding underground infrastructure sector? If so, this is the place to develop the solutions the world needs today to enable a better tomorrow.

Lead with a team of experienced leaders

To expand our North American presence and capitalize on recent projects — such as the Ontario Line South in Toronto and the 2nd Avenue Subway in Manhattan — we are seeking a Market Director to join our Business Development Infrastructure team. In this role, you will work alongside national and international experts specializing in mass transit, water tunnels, roadway tunnels, and other critical heavy underground infrastructure projects. Focusing primarily on the West Coast (California and surrounding areas) as well as key East Coast hubs (New York and Washington, DC), you will lead our business development initiatives targeting mass transit and heavy underground infrastructure markets.

Your key tasks will be to:

Identify strategic clients and proposals; build and maintain a healthy pipeline ensuring regular updates of the COWI Pipeline for mass transit and underground pursuits

Build strategic, trusted customer relationships and identify substantial business potential within the infrastructure portfolio

Develop capture planning, lead teaming efforts, and oversee proposal development for key pursuits, including mass transit projects and various tunnel infrastructure

Provide oversight to proposal managers and collaborate closely with project managers and regional Market Directors across the US and Canada

Define and implement growth initiatives aligned with corporate growth objectives for infrastructure sector expansion

Set annual revenue targets for the sector and ensure an adequate pipeline is identified in partnership with senior management

Support recruitment and retention of key technical and business development personnel alongside the VPs of Engineering

Support overall business area development, including sales growth, professional development, and general leadership

Your skills. Our team. Together we design the future

Like us, you believe that leadership growth comes from setting a clear and meaningful direction for your team and supporting them in taking ownership of their work. You always delegate responsibility and ensure an open and safe dialogue, and you coach your people to achieve your aspirations through constructive, fact-based feedback. Attracting and nurturing a diverse group of high‑potential team members is at the top of your agenda, as is creating an inclusive, caring, and trusting culture in your team.

On top of that, you will have:

A minimum of 20+ years of experience focused on underground infrastructure, with an emphasis on mass transit (mandatory), water tunnels, roadway tunnels, and other heavy underground sectors

A M.S. degree in Civil/Structural Engineering, Geotechnical Engineering, or a related field

A Licensed Professional Engineer (PE)

Extensive experience in business development and project delivery for large‑scale underground infrastructure projects

Deep regional knowledge and exposure in North America, especially West Coast (California) or East Coast (New York, Washington DC) markets

Demonstrated ability to identify and pursue market opportunities, forging strong client relationships and securing major pursuits

Demonstrated success in leading multi‑disciplinary pursuits, capturing profitable work, and supporting project execution delivery

Experience with strategic capture planning, pipeline management, and business growth aligned with company goals
