McKinney-Vento Liaison
The McKinney-Vento Liaison is responsible for coordinating district services and supports for students and families experiencing homelessness in accordance with the McKinney-Vento Homeless Assistance Act, applicable state and federal requirements, and district policies.
Qualifications and requirements include a bachelor's degree in education, social work, counseling, human services, or a related field. Experience working with students and families experiencing housing instability, economic hardship, or other barriers to educational access is preferred. Knowledge of the McKinney-Vento Homeless Assistance Act and related student rights or the ability to obtain such knowledge is required. Knowledge of community resources and social-service agencies is also required. Strong organizational, communication, interpersonal, and problem-solving skills are necessary. Ability to work collaboratively with families, school personnel, community agencies, and other school districts is essential. Ability to manage confidential and sensitive information appropriately is required. Ability to maintain accurate records and complete required reports is necessary.
Essential duties and responsibilities include identifying students and families who may qualify for services under the McKinney-Vento Homeless Assistance Act, ensuring eligible students are immediately enrolled in school and have full and equal access to educational programs and services, assisting families with determining school-of-origin rights and coordinating transportation when required, working with administrators, counselors, social workers, transportation personnel, enrollment staff, and other district employees to remove barriers to enrollment, attendance, participation, and academic success, informing parents, guardians, and unaccompanied youth of their educational rights and available district and community resources, coordinating referrals for educational, health, housing, food, clothing, transportation, and other appropriate community services, supporting unaccompanied youth in accessing educational services and completing processes related to enrollment and educational stability, facilitating and documenting the McKinney-Vento dispute-resolution process when eligibility, enrollment, school selection, or other services are disputed, maintaining accurate and confidential records regarding students identified as experiencing homelessness and ensuring appropriate reporting of required data, providing information, training, and technical assistance to district staff regarding the identification of students experiencing homelessness and the district's responsibilities under McKinney-Vento, collaborating with neighboring school districts, intermediate school districts, shelters, community organizations, and governmental agencies to coordinate services, monitoring student attendance, enrollment, mobility, and other relevant information to identify potential barriers to educational success, assisting with the coordination and appropriate use of federal, state, and local resources designated to support students experiencing homelessness, maintaining confidentiality and handling student and family information in accordance with FERPA and applicable district policies and legal requirements, and performing other duties consistent with the position as assigned by the superintendent or designee.
