Payroll SpecialistHot JobSmith-Midland Corporation - Midland, VA 22728OverviewSalary Range $62,000.00 - $70,000.00 Salary/year Level Experienced Position Type Full Time Education Level 4 Year Degree Category AccountingDescriptionPosition SummaryThe Payroll / HR Specialist is responsible for administering accurate and timely payroll while providing day-to-day support across key Human Resources functions. This position serves as a resource to employees and managers regarding payroll, timekeeping, benefits, HR policies, and employment-related processes.The ideal candidate is highly organized, detail-oriented, and experienced in payroll administration and HR operations. Knowledge of the Service Contract Act (SCA), including wage determinations, health and welfare requirements, and payroll compliance for SCA-covered employees, is strongly preferred.Essential FunctionsPayroll AdministrationProcess and administer payroll accurately and timely in accordance with established payroll schedules.Review employee timecards, hours worked, overtime, paid time off, deductions, bonuses, and other payroll-related information for accuracy.Identify and resolve payroll discrepancies prior to payroll processing.Maintain accurate employee payroll records, including compensation changes, deductions, direct deposits, tax information, and other payroll data.Process new hires, terminations, transfers, promotions, compensation changes, and other employee status changes within the HRIS/payroll system.Respond to employee questions regarding paychecks, deductions, timekeeping, taxes, and payroll procedures.Assist with payroll reconciliations, audits, reporting, and year-end activities.Maintain payroll documentation and records in accordance with company policies and applicable recordkeeping requirements.SCA ComplianceSupport payroll administration for employees working on Service Contract Act (SCA)-covered contracts.Maintain working knowledge of applicable Department of Labor wage determinations and ensure employees are paid according to the appropriate wage determination and labor classification.Assist with the administration and tracking of required SCA health and welfare (H&W) benefits.Review employee classifications, wage rates, fringe benefit requirements, and payroll records for SCA compliance.Assist with maintaining documentation required for SCA compliance, internal audits, government audits, and contract reviews.Human Resources SupportSupport employee onboarding and offboarding processes, including completion and maintenance of required employment documentation.Assist employees with benefits enrollment, eligibility questions, qualifying life events, and general benefits inquiries.Support annual open enrollment activities.Assist with leave administration and tracking, including PTO, FMLA, and other applicable leave programs.Provide administrative support for performance management, employee relations, training, and other HR initiatives.Maintain confidentiality of employee, payroll, compensation, and company information at all times.QualificationsMinimum QualificationsAssociate degree in Human Resources, Business Administration, Accounting, Finance, or related field preferred; equivalent relevant experience may be considered.3+ years of experience in payroll, Human Resources, or a combined Payroll/HR role.Experience processing payroll and reviewing employee timekeeping records.Working knowledge of federal and state wage and hour requirements.Strong attention to detail and ability to maintain a high degree of accuracy.Excellent written and verbal communication skills.Ability to manage multiple priorities and meet strict payroll deadlines.Proficiency with Microsoft Office, particularly Excel.Preferred QualificationsWorking knowledge of the Service Contract Act (SCA) and Department of Labor wage determinations.Experience administering or tracking SCA health and welfare/fringe benefit requirements.Experience with HRIS, payroll, and timekeeping systems such as Paycom or similar platforms.Knowledge, Skills and AbilitiesExceptional accuracy and attention to detail.Strong analytical and problem-solving skills.Understanding of payroll processes and wage and hour compliance.Ability to interpret policies, procedures, wage determinations, and payroll documentation.Strong customer-service approach when assisting employees and managers.Ability to communicate payroll and HR information clearly and professionally.High level of discretion, professionalism, and confidentiality.Work Environment & Physical DemandsThis position is primarily performed in a professional office environment and routinely uses standard office equipment, including computers, phones, printers, and other business equipment.While performing the duties of this position, the employee is regularly required to sit, stand, walk, communicate verbally, and use hands and fingers to operate office equipment. The employee may occasionally be required to bend, reach, stoop, or move throughout the workplace.The employee must occasionally lift and/or move items weighing up to 20 pounds.
