Position Description
SALARY: $22.67 approximately per hour based on $3,929 monthly
The salary range posted in this bulletin represents the salary range for a FULL-TIME position. Compensation will be pro-rated based on the number of hours worked.

Duties may include, but are not limited to, the following:
Collect blood, breath, and urine specimens from adults and juveniles.
Distribute specimens to appropriate laboratories or facilities for testing or storage.
Maintain inventory control and ensure supplies are stocked and ready for use.
Perform clerical tasks such as word processing, filing, and maintaining departmental records.
Follow quality control procedures to ensure compliance with regulations and standards.
Provide expert witness testimony in legal proceedings when necessary.
Book evidence and maintain accurate records of lab tests and confidential information.
Adhere to safety procedures and OSHA standards for processing and transporting bodily fluids.
Maintain a clean, sterile environment and ensure specimens security during the collection process.
Perform related duties as assigned.
Duties and schedules may vary by assignment, please inquire about specific duties and/or schedules if called upon for an interview. Incumbents may be required to work any shift; nights, weekends, and holidays as needed.
Temporary employees are assigned no more than 32 hours a week. The salary listed is for full-time positions and will be prorated if hired. Temporary employees do not participate in the City's pension system and are not eligible for City-sponsored benefits. The current temporary vacancy exists in the Traffic Bureau Division of the Fresno Police Department.

The Requirements
Applicants must meet the minimum qualifications on or before the posted filing deadline in order to be placed in the qualified pool of candidates:
Possession of a high school diploma or GED
AND
One (1) year of full-time paid experience as a Phlebotomist in an in-patient or out-patient setting.
Certification as a Phlebotomy Technician by the California State Department of Health Services is required at the time of appointment.
Applicants who already possess the certificate at the time of application may attach a copy to their application.
The work experience section MUST be completed with detailed duties, dates and weekly hours worked for each title held. Please SPECIFY THE PHLEBOTOMIST DUTIES with which you have experience on your application. Resumes will not be accepted in lieu of a completed employment application and will not be used to evaluate minimum requirements. Applications lacking a completed work experience section may be rejected.
Possession of a valid California Driver's License is required at time of appointment. Candidates considered for hire will be required to provide proof of a valid driver's license and current copy of their driving record.
The selected eligible candidates certified will be required to successfully pass a department interview, an extensive background investigation including Computer Voice Stress Analyzer (CVSA) and/or polygraph test, and a Department of Justice fingerprint prior to employment with the City of Fresno.

HEALTH INSURANCE - The City contributes toward monthly premiums for PPO medical, dental and vision for employee and dependents.
FLEXIBLE SPENDING ACCOUNT - IRS 125 Plan for health and dependent care expenses.
DEFERRED COMPENSATION - Voluntary 457 plan with Fidelity Investments to increase your retirement savings.
VACATION LEAVE - Accrue 8 - 15 hours per month based on years of service
SICK LEAVE - 8 hours per month, available after 90 days.
SUPPLEMENTAL SICK - 40 hours per fiscal year. 80 hours lifetime maximum
HOLIDAYS - Ten (10) City-observed annual holidays plus birthday and two (2) personal days.
SHORT TERM DISABILITY - Provided through California SDI program
BILINGUAL PREMIUM - PAY: $100 per month
HEALTH REIMBURSEMENT ARRANGEMENT (HRA) Eligible retirees can use the remaining Sick Leave balance, in excess of 100 hours, at 80% of hourly rate and other qualified leave balances, tax free, to reimburse health insurance premiums and other qualified medical expenses.
RETIREMENT - City of Fresno Retirement Systems, one of the best funded public systems in the state. Reciprocity with other public California systems. Vested in Retirement benefits after 5 years of service. City employees do not participate in Social Security.
DROP (Deferred Retirement Option Program): an optional, voluntary program that allows an employee to deposit retirement benefits in a special savings account within the Retirement System while continuing to work for the City of Fresno for up to 10 years. Participation minimum is age 50 and vested. Benefits include ownership of accumulated funds, compound interest earnings, and alternative distribution options.
