Program Planning and Scheduling Analyst 3
Location: Palmdale, CA
Work Schedule: Onsite (No Telework Available)
Shift: 8:00 AM - 5:00 PM
Clearance Required: Active Secret Clearance (TS/SCI Preferred but Not Required to Start)
Pay Rate: $95-$98/hour

Position Overview
We are seeking an experienced Program Planning and Scheduling Analyst 3 to support complex aerospace and defense programs in Palmdale, CA. The successful candidate will be responsible for developing, maintaining, and analyzing Integrated Master Schedules (IMS) and Integrated Master Plans (IMP) to ensure program objectives, milestones, and deliverables are achieved. This role requires close collaboration with engineering, manufacturing, finance, quality, supply chain, and program management teams to drive schedule performance and program execution.
Key Responsibilities
Develop, maintain, and update Integrated Master Schedules (IMS) and Integrated Master Plans (IMP) for assigned programs.
Coordinate planning and scheduling activities across engineering, manufacturing, finance, quality, material management, and program management teams.
Ensure program schedules are horizontally and vertically integrated across all functional organizations.
Perform critical path analysis, network logic analysis, and schedule health assessments.
Monitor program performance and identify schedule risks, impacts, and opportunities.
Conduct schedule risk assessments (SRA) and support mitigation planning activities.
Analyze schedule performance using Earned Value Management System (EVMS) principles and metrics.
Generate and present program status reports, schedule forecasts, and variance analyses to leadership.
Maintain baseline schedules and manage schedule changes through established configuration control processes.
Utilize Gantt charts, PERT charts, milestone tracking, and other project management tools to measure progress.
Support customer reviews, internal program reviews, and government audits.
Ensure compliance with DCMA scheduling best practices and health metrics.
Required Qualifications
Bachelor's degree in Business, Engineering, Project Management, Finance, or a related field, or equivalent experience.
Minimum 5+ years of experience in Program Planning, Scheduling, or Project Controls.
Strong experience developing and maintaining Integrated Master Schedules (IMS).
Advanced proficiency with Microsoft Project.
Experience with Earned Value Management Systems (EVMS).
Strong understanding of project management principles, scheduling methodologies, and critical path analysis.
Ability to analyze complex schedules and identify program risks and impacts.
Experience working in a cross-functional team environment.
Active Secret Security Clearance or ability to obtain and maintain one.
Preferred Qualifications
Experience supporting Aerospace and Defense programs.
Experience with Deltek Cobra and Deltek Acumen Risk.
Experience performing Schedule Risk Assessments (SRA).
Experience developing and maintaining Resource Loaded Schedules (RLS).
Knowledge of DCMA 14-Point Schedule Assessment and scheduling health metrics.
Advanced Microsoft Excel skills, including Pivot Tables, Macros, and VBA.
Active Top Secret (TS) Clearance and/or SCI Eligibility.
Familiarity with Integrated Baseline Reviews (IBRs) and government contract environments.
