Job description

Police Cadet PositionThe Police Cadet is a full-time, entry-level training position for a person who has been hired by the City of Blakely Police Department but has not yet earned Georgia Peace Officer Standards and Training (POST) Council certification. The purpose of the classification is to prepare the employee for certification and for independent service as a sworn police officer.The Cadet attends and successfully completes a POST-certified Basic Law Enforcement Training course, participates in departmental orientation and field training, and performs non-enforcement support duties for the department under close supervision. A Cadet is not a certified peace officer and therefore may not make arrests, conduct traffic stops, carry a firearm on duty, or take independent enforcement action except as permitted by law while under the direct supervision of a certified officer. Upon obtaining POST certification and completing the department's field training program, the Cadet is appointed to the position of Police Officer.Essential Duties and ResponsibilitiesAcademy & Certification TrainingAttends and successfully completes a POST-certified Basic Law Enforcement Training course, including all academic examinations, firearms qualification, emergency vehicle operations, defensive tactics, and physical fitness standards.Studies and learns criminal and traffic law, constitutional law, rules of evidence, search and seizure, use of force, patrol procedures, report writing, first aid and CPR, and community relations.Maintains satisfactory academic and conduct standing throughout the academy; reports academy progress, grades, and any disciplinary matters to the department.Completes departmental orientation, policy and procedure training, and all required in-house and online training courses.Obtains CPR/AED, first aid, GCIC/NCIC, and NIMS ICS certifications within the timeframe established by the department.Supervised Field TrainingRides with and observes certified officers to learn patrol techniques, call handling, radio procedure, and the geography of the City, including streets, landmarks, businesses, schools, and response districts.Performs assigned tasks under the direct supervision of a Field Training Officer and follows all lawful orders and department policies without deviation.Assists officers at scenes with non-enforcement functions such as traffic direction, scene security, crowd control, locating witnesses, and providing information to citizens.Practices writing incident, accident, and supplemental reports; learns the department records management and computer systems.Does not make arrests, conduct traffic stops, carry a firearm on duty, or take independent enforcement action prior to POST certification, except as expressly permitted by law under the direct supervision of a certified officer.Departmental Support DutiesAssists with front desk and telephone coverage; greets and directs citizens, receives reports and information, and refers matters to the appropriate officer, department, or agency.Performs clerical and records duties, including data entry, filing, copying, scanning, and preparing routine correspondence and forms as assigned.Assists with property and evidence handling, inventory, and storage under supervision.Inspects, cleans, fuels, and maintains patrol vehicles and equipment; reports defects and damage promptly.Assists with animal complaints, abandoned vehicle documentation, parking enforcement, and delivery of subpoenas, notices, and other documents as assigned and permitted.Assists with traffic control at accidents, fires, funerals, parades, ball games, school crossings, and other City events.Participates in community policing and public education activities, including school programs, station tours, and neighborhood events.Assists during severe weather, natural disasters, and other emergencies as directed.Conduct & GeneralMaintains the standards of conduct, appearance, physical fitness, and integrity required of a sworn officer, on and off duty.Maintains strict confidentiality of all criminal justice, personnel, and investigative information.Treats all persons with courtesy, fairness, and impartiality, and represents the City and the department professionally at all times.Maintains regular, reliable attendance and punctuality, which are essential functions of this position.Performs other related duties as assigned.QualificationsRequired Education and ExperienceHigh school diploma or GED equivalent.United States citizen.Must be at least 18 years of age (Georgia POST minimum under O.C.G.A. § 35-8-8) (confirm whether the City requires age 21).No felony convictions; no conviction of any offense that would bar POST certification or firearm possession, including qualifying domestic violence offenses.Valid Georgia driver's license with an acceptable driving record meeting City insurance requirements.No prior law enforcement experience or certification required.Must meet all Georgia POST entrance requirements and be accepted into a POST-certified Basic Law Enforcement Training course.Must successfully complete a comprehensive background investigation, fingerprinting, polygraph or voice stress examination (if required by the department), psychological evaluation, medical examination, physical agility test, and drug screen.Must obtain Georgia POST peace officer certification within the timeframe required by the POST Council and by department policy (confirm current POST deadline; state rules generally require certification within a limited period after the date of employment).Must successfully complete the department's field training program following certification.Must be able to report to duty within a reasonable response time for emergency recall; residency requirements, if any, are set by City policy.Knowledge, Skills and AbilitiesAbility to learn and apply law enforcement principles, criminal and traffic law, department policy, and patrol procedures.Ability to read, comprehend, and retain substantial written material and to pass written academy examinations.Ability to write clear, accurate, and complete reports and to perform basic mathematics.Ability to speak clearly, listen carefully, and communicate effectively by radio, in writing, and in person with people from all backgrounds.Ability to follow orders promptly and exactly and to function within a paramilitary chain of command.Ability to remain calm, exercise sound judgment, and act appropriately under stress and in dangerous or confrontational situations.Ability to meet and maintain the physical fitness standards required by the academy and the department.Ability to operate a motor vehicle safely, including under emergency conditions once trained and authorized.Ability to maintain confidentiality, impartiality, and high ethical standards at all times.Preferred QualificationsSome college coursework or a degree in criminal justice, sociology, psychology, public administration, or a related field.Prior military service, honorable discharge, or law enforcement Explorer, Reserve, or Cadet program experience.Prior experience as a detention officer, communications officer, security officer, or in another public safety role.Current CPR/AED and first aid certification.Current or prior Georgia POST enrollment, or completion of a college or technical school basic law enforcement program.Bilingual (English/Spanish) skills.Residency in or familiarity with the City of Blakely and Early County.Demonstrated community service, volunteer, or leadership experience.Work EnvironmentDuring the academy and orientation phase, work is performed primarily in a classroom, gymnasium, firearms range, driving track, and defensive tactics mat room, and may require travel to and lodging at a regional or state training facility such as the Georgia Public Safety Training Center. Training includes strenuous physical conditioning, defensive tactics involving physical contact, exposure to loud noise and lead at the firearms range, exposure to chemical agents such as OC spray and to conducted electrical weapons if required by curriculum, and high-speed emergency vehicle operation on a closed course.During the field training and support phase, work is performed both indoors at the police station and outdoors in the community in all weather conditions, including extreme heat, cold, and rain, and at all hours. The employee rides in patrol vehicles for extended periods and may be exposed to vehicular traffic, hostile or intoxicated persons, bloodborne pathogens and infectious disease, hazardous materials, animals, and emotionally traumatic scenes involving injury and death.
