Summary
This position is part of the Defense Human Resources Activity. Defense Travel Management Office (DTMO). The DTMO mission is to serve as the single focal point for commercial travel within the Department of Defense. Establish strategic direction, set policy, and centrally manage commercial travel programs and station/housing allowances.
Responsibilities
As a Program Analyst at the GS-0343-13 some of your typical work assignments may include: Planning and conducting analyses in broad areas covering work processes, operational practices, needs, and making recommendations related to implement new standard travel processes across the DoD. Participating in the development of DoD travel policy, regulations, procedures, and related documents pertaining to permanent duty, temporary duty, evacuation, medical and leave travel for active and reserve Service members, reviewing and evaluating travel allowances and travel pay policies to determine their effectiveness and consistency throughout DoD. Serving as a project leader responsible for accomplishing sensitive or long-term special studies, making recommendations for changes in policy issuances and implementing instructions based on these studies. Participating in the development, and coordination of DoD travel policy with external entities outside of DoD; including travel and transportation polices, and related financial management policies, reporting requirements, and automated system functional requirements. Serving as a liaison or representative on behalf of the Defense Travel Management Office (DTMO)and all DoD components, as well as other Federal Agencies to ensure travel policy and procedures are developed for the DoD agree with statutory and regulatory requirements. Representing the DTMO on work groups comprised of member from DoD comptroller, personnel and readiness and transportation organizations, as well the Per Diem, Travel, and Transportation Allowance Committee (PDTATAC) to resolve system implementation issues.
Qualifications
You may qualify at the GS-13, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service: Applying the statutes, policies, and DoD issuances governing the financial management activities for the travel and transportation of DoD personnel and goods. Utilizing a broad range of study methods and approaches, supporting policy formulation and execution. Supporting the identification and recovering the improper travel payments in accordance with applicable regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
