Summary
You will serve as a Program Analyst of NAVSUP FLC SD GF.
Responsibilities
You will make recommendations for ways to improve training, internal controls and the implementation of the new procedures and renders interpretations of directives, instructions, and manuals.
Your will perform reviews of disbursing/personnel functions and on-site examinations as a member of a team (large ships and activities) or as Team Leader (small ships and activities)
You will develop procedures to be compatible with and complimentary to the regulatory controls and procedures established by Defense Finance and Accounting Service (DFAS) Cleveland and Indianapolis.
You will provide technical advice to ships and shore activities on all phases of disbursing/personnel operations, military pay and allowances, travel regulations, Navy Cash procedures, etc.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1.Possess understanding of Disbursing/Personnel/Administrative/Navy Cash automated systems and programs; 2. Experience in regulations and procedures set forth in publications governing Financial Management, Military Pay and Allowance, Military Travel, and Navy Cash. The incumbent must be able to apply this knowledge in the examination process; 3.The incumbent must have the ability to represent FEG in formal and informal settings. The incumbent must be able to communicate verbally (e.g. Commanding Officer outbrief, onsite staff briefings and training, etc.) or in written correspondences (e.g. Formal FEG Reports, official correspondences); 4.The incumbent has the analytical ability to collate information from varying sources and formulate solutions, corrections, and/or recommend preventive measures to disbursing and administrative staffs Additional qualification information can be found from the following Office of Personnel Management web site: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/#url=List-by-Occupational-Series Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience: GS-09 SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: possess a master's or equivalent graduate degree, LL.B, J.D., or have completed two full years of progressively higher graduate level education leading to such a degree. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement.
