Responsibilities
As a Program Analyst at the NH-0343-4 some of your typical work assignments may include: Lead, develop, and brief MDA leadership on improvements in operating concepts and criteria that will stimulate the development of improved policies, methodologies, and techniques across the MDS. Review, compare, and brief current program developments against approved plans and baselines to identify potential and actual problems, executed baseline remedial and preventative actions, and report findings and recommendations to MDA senior leadership. Analyze and brief senior leadership on cost, schedule, and technical assessments of acquisition programs to ensure they are capabilities driven, employ spiral development processes, integrated, and deliver expected performance within cost and schedule, at reasonable risk. Responsible for the reviews and analysis of program and functional schedules to facilitate the integration and synchronization of program levels and MDS system level baselines to support the MDA phased incremental development approach and ensure delivery of capabilities to the Warfighter. Works closely and collaboratively with Functional and Program Manager Staffs on a daily basis to identify schedule process improvement opportunities, and to assist with affecting such process improvements.
Qualifications
You may qualify at the NH-04 if you fulfill the following qualifications: A. One year of specialized experience equivalent to the NH-NH-03/GS-13 grade level in the Federal service as listed below and must meet 3 of the 5 specialized experience listed below to be qualified: Conducting analysis of acquisition regulations, policies, and precedent. Assessing acquisition requirements for complex weapons system and equipment or closely related systems and equipment development, procurement, and life-cycle management. Developing and accessing technical and economic feasibility including cost, schedule, and performance. Applying qualitative and/or quantitative methods for the assessment and improvement of program effectiveness. Applying cross-functional knowledge and teamwork to solve a variety of complex and often sensitive problems. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
