The primary purpose of this position is to provide oversight and guidance for long-term strategic, long range and modernization planning with capabilities-based reviews and assessments of both current and future roles and missions for the Air Force Reserve Command.
Responsibilities
Analyzes, develops, and evaluates program issues. Develops recommendations to resolve substantive problems and issues of effectiveness and efficiency of work operations. Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements. Provides oversight and guidance to the HQ AFRC Roles and Missions Assessment Team (RMAT). Actively participates in strategic planning to improve organizational direction and focus using strategic planning tools and techniques. Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in assignments. Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefings, charts, bullet background papers, etc.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Conditions Of Employment: 1. Position required the incumbent to obtain and retain a SECRET dearance. 2. The incumbent may be required to travel by military or commercial aircraft to performance of temporary duty (TDY) 3. Application of updated position Classification Flysheet for Management and program Analysis Series, 0343, May 2024, standard applied on 02/13/2025. 4. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by ennployees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safet SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes using the knowledge of concepts, principles, procedures, regulations, laws, and instructions applicable to the Logistics; providing technical assistance to supervisor regarding duties; and preparing programs, policies, and activities regarding logistics. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.Knowledge of wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs. 2. Knowledge of AFRC and GMAJCOMS missions, organization, programs, and functions, such as National Military Strategy, Defense Planning Guidance and Joint and Air Force planning guidance. 3. Knowledge of Air Force and command program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations. 4. Skill in oral and written communications and the ability to conduct effective meetings, workshops, seminars, and training sessions and motivate others. 5. Ability to plan, organize, and evaluate program effectiveness. 6. Knowledge of analytical and evaluative methods and techniques and metrics measurement. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
