As a Program Cost Control Analyst - Level 4 located in Dulles, VA or Redondo Beach, CA, you'll be a linchpin in missions of paramount importance, defining the art of the possible from day one. This position is 100% onsite and cannot accommodate telecommute work.

nOur Program Cost Control Analyst will help prepare budgets and schedules for contract work and assist with financial analyses such as funding profiles, sales outlooks, cash forecasting and variance analysis. You will also work to ensure adequate funding availability by maintaining accurate records of expenditures, directing preparation for expenditure projections and submitting timely requests for additional funding to the government.

nThe Analyst will provide financial planning, forecasting, and reporting support for programs within the SATCOM OU. This role partners with Program Management and Business Management to ensure accurate budgets, forecasts, and variance analysis that support business decisions. In addition, this position will be responsible for Cost Modeling on new business captures that will require developing, maintaining, and analyzing cost models to support pricing, proposals, and business decisions. This role partners with Program Management, Business Management, Engineering, and Capture/Proposal teams to quantify cost drivers, assess scenarios, and ensure that estimates and bids are accurate, defensible, and aligned with financial objectives.

nThis position will support intercompany programs and the site General Manager.

nThis position will work a 9/80 schedule, with every other Friday off.

nYour Role and Impact:

nnnSet up cost control system, monitor and control costs and schedules on contracts requiring validated cost schedule control system

n

nnSupport audits and reviews requested by programs, customers, and company management, fact-finding and negotiation support

n

nnPerform analysis and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines

n

nnPerform Earned Value Metric (EVM) tasks including Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis/ assessment and visibility reports, development and analysis of estimates to complete

n

nnBuild and maintain cost models for programs, proposals, and internal business cases (labor, material, ODC, overhead, and fees).

n

nnAnalyze cost drivers and sensitivities, and provide scenario analysis (e.g., "what if" assessments for scope, schedule, staffing).

n

nnBuild and maintain cost models for programs, proposals, and internal business cases (labor, material, ODC, overhead, and fees).

nnCollaborate with cross-functional teams to improve estimating accuracy and continuous improvement of cost and cash modeling methodologies

nBasic Qualifications:

nnnBachelor's degree with 8 years of professional experience - OR - Master's degree with 6 years of professional experience - OR - PhD with 4 years of professional experience

n

nnWill consider an additional 4+ years of experience in lieu of degree

n

nnNo clearance required to start

n

nnExperience with financial analysis or reporting

n

nnExperience with MS Office Suite

n

n nPreferred Qualifications:

nnnDegree in Finance, Economics, Accounting or Business Administration

n

nnDefense industry experience

n

nnProgram Cost Control experience

n

nnExperience with FAR/DFAR

n

nnExperience with Costpoint, Cobra, Cognos, Primavera, S4 Hana or SAP

n

nnExperience with Financial Planning & Analysis (FP&A), Proposals, Cash Flow Models

n

nnExperience as Lead Program Cost Control Analyst

n

nnUnderstanding of Indirect Rate application

n

nnExperience with various contract types, such as FFP, FPAF, T&M, OTA

n

nnEarned Value Management (EVM) experience

nPrimary Level Salary Range: $117,500.00 - $176,300.00

nThe above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

nDepending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
