Environmental Consulting & Technology, Inc. (ECT) is seeking an experienced Program Director to lead and grow the firm's Water Resources Engineering practice throughout Florida. This role is intended for a senior leader who can manage and expand complex client programs while partnering closely with clients, project teams, and technical leaders to deliver successful outcomes across stormwater, drainage, floodplain management, water resources planning, and infrastructure development projects.

The role combines program leadership, client relationship management, and strategic growth within existing and emerging accounts. Success will be measured through program performance, client satisfaction, project execution, account growth, staff development, and overall contribution to ECT's strategic objectives. Program Directors play a key role in shaping client strategy, mentoring project teams, and helping guide the continued expansion of ECT's Water Resources Engineering practice throughout Florida.

Key Responsibilities

Provide leadership and oversight for complex water resources programs and major projects, supporting successful delivery, client satisfaction, financial performance, and overall program results.

Serve as a primary relationship manager for key client accounts and strategic pursuits, identifying opportunities to expand services within existing and emerging accounts.

Partner with project managers and technical teams to align resources, priorities, schedules, budgets, and client expectations across multidisciplinary assignments.

Support business development efforts, including account planning, proposals, interviews, capture planning, and coordination with clients, agencies, and project stakeholders.

Mentor project managers, engineers, and technical staff through program oversight, coaching, knowledge sharing, and coordination of staffing and professional development.

Represent ECT with clients, regulatory agencies, industry organizations, and professional associations while supporting the continued growth of the Florida Water Resources Engineering practice.

Experience & Education

Bachelor's degree in Civil Engineering, Environmental Engineering, or a related engineering discipline; Florida Professional Engineer (PE) registration required.

15+ years of progressive water resources engineering experience, with demonstrated experience managing major programs, complex projects, or strategic client accounts.

Experience in stormwater management, drainage design, floodplain management, hydrologic and hydraulic modeling, water resources planning, and related infrastructure projects.

Experience with local, state, and federal permitting, Florida agency coordination, and multidisciplinary project delivery.

Demonstrated success in client relationship management, business development, proposal preparation, project delivery, and account growth.

Strong leadership, communication, collaboration, and strategic planning skills, with experience mentoring staff and managing complex client expectations.
