Summary

This position is located in the Training Centers Division, Office of Training and Development (T&D). T&D is responsible for overseeing training programs for all TSA employees and contractors. T&D manages the operations and delivery of courses to ensure compliance with mandatory training requirements for the frontline workforce, including Transportation Security Officers, Federal Air Marshals, canine teams, instructors, inspectors, and other specialists.

Responsibilities

The incumbent serves as a Program Manager (Director) within the Training Centers Division, Office of Training and Development. Duties include but are not limited to: Exercises full supervisory and personnel management authority over Associate Directors, managers, analysts, instructors, and administrative staff. Provides leadership, direction, and guidance to venue operations leaders. Plans and assigns work based on priorities, program requirements, employee capabilities, and workload balance. Establishes management controls, position descriptions, and performance standards; evaluates performance; recommends development; and recognizes high performance. Provides advice and instruction on work and administrative matters; selects applicants; approves leave; resolves complaints; and takes or recommends disciplinary action. Directs daily TSA Training Center and venue operations, ensuring facilities, equipment, instructional resources, logistics, and support services meet scheduled training needs. Coordinates internal and external stakeholders to secure space, technology, lodging, transportation, and security. Maintains a safe, effective learning environment; monitors operational conditions; resolves issues; and aligns training delivery with TSA priorities, resources, and requirements. Provides executive-level management of Training Center programs by establishing goals, priorities, performance measures, and risk-mitigation strategies. Translates TSA and T&D objectives into operational plans; continuously monitors resources, facilities, costs, training delivery, and student feedback; analyzes trends and outcomes; and recommends improvements, efficiencies, resource needs, and program enhancements to senior leadership. Manages Training Center resources to align personnel, facilities, equipment, technology, supplies, and contracted services with budgetary and operational priorities. Coordinates with vendors and internal support offices to obtain resources efficiently. Monitors expenditures, contract performance, and service delivery; identifies variances and emerging needs; and recommends budget, resource-allocation, and continuity strategies to senior leadership. Collaborates with course developers, instructors, and program officials to improve curriculum, delivery methods, and student outcomes. Ensures venues support learning objectives, identifies quality or consistency issues, and recommends corrective actions using feedback, performance data, and lessons learned. Serves as liaison with stakeholders to align Training Center operations with TSA goals and training requirements. Promotes cross-center communication, curriculum consistency, and information sharing. Oversees operating procedures and recommends policy improvements to enhance effectiveness, efficiency, accountability, and compliance. Performs other duties as assigned.

Qualifications

To qualify for the SV-K Pay Band (equivalent to GS-15), you must have one year of specialized experience equivalent to the SV-J Pay Band or GS-14 in the Federal service or equivalent experience in state or local government or the private sector. Specialized experience is defined as experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of this position. Specialized experience is defined as: Expert knowledge of program management principles, practices, and methods sufficient to lead and manage a complex, multi-faceted training center operation. This includes knowledge of strategic planning, performance management, risk management, organizational change, resource allocation, and continuous process improvement. Comprehensive knowledge of adult learning principles, training program operations, instructional delivery, curriculum implementation, student evaluation processes, and methods for assessing training effectiveness. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Requirements

You must possess U.S. Citizenship or be a U.S. National. You must have reached the minimum age (18) at the time of application. Selective Service registration is required. Must pass pre-employment drug screening AND random drug/alcohol testing. You must complete a Tier 5 investigation. You must be able to obtain and maintain a Top Secret clearance. Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.
