Job description

Program Officer

U.S. Committee for Refugees and Immigrants(USCRI), is a non-governmental, not-for-profit international organization with a mission to protect the rights and address the needs of persons in migration by advancing fair and humane public policy, facilitating and providing direct professional services, and promoting the full participation of migrants in community life. For over 100 years, we have shaped history with the belief that immigrants strengthen our communities, economy and social fabric through freedom, hard work, and family unity.

USCRI manages multiple federally and privately funded refugee services programs across the United States through its network of affiliates and field offices. These programs support refugees and other eligible newcomers with initial resettlement, ongoing services, integration, and self-sufficiency. USCRI trains and supports Program Officers to conduct monitoring, document observations and findings, prepare reports, provide technical assistance, and ensure timely follow-up on corrective actions.

The Program Officer supports the management of major federal grants by assisting with program reporting, data review, project analysis, monitoring, and training and technical assistance for local offices and affiliates.

Essential Duties and Responsibilities:

Provide national oversight and support for refugee services program activities across USCRI's network of affiliates and field offices.

Deliver training and technical assistance to local providers on program implementation, compliance requirements, reporting expectations, and quality assurance practices.

Support monitoring and evaluation activities to assess program performance, service quality, client outcomes, and compliance with federal guidelines and funder requirements.

Collect, review, and analyze program data to support grant reporting, project analysis, continuation applications, leadership updates, and funder deliverables.

Draft monitoring reports, document findings and recommendations, track corrective actions, and follow up with network offices to support timely resolution and continuous improvement.

Maintain program tools, trackers, templates, and documentation systems that support consistent monitoring, reporting, and technical assistance across the network.

Provide guidance and responsive support to affiliates and field offices on program requirements, documentation standards, reporting deadlines, and emerging implementation issues.

Position Requirements:

Master's degree from an accredited institution with at least two years of progressive experience in resettlement, humanitarian services, nonprofit program management, or another relevant field; or a Bachelor's degree with at least three years of progressive, relevant work experience.

Demonstrated experience providing case management, employment services, domestic refugee resettlement services, or overseas relief services is highly desirable.

Experience with grant management, program monitoring, data review, reporting, training, and technical assistance is preferred.

Strong writing, analytical, and computer skills, including the ability to prepare clear reports, review data, and communicate findings within required timeframes.

Excellent interpersonal and intercultural communication skills, including the ability to work effectively with affiliates, field offices, partners, funders, and internal teams.

Strong time-management and organizational skills, with the ability to work independently and collaboratively, manage competing priorities, and meet deadlines in a fast-paced environment.

Detail-oriented, with experience tracking, verifying, and documenting program data and compliance information.

Proficiency in Microsoft Word, Excel, Access, and database systems; experience using data systems for reporting and quality assurance is preferred.

Ability to establish and maintain professional relationships with network agencies, community partners, and other stakeholders.

Ability and willingness to travel domestically as needed.

Dedication to the rights of refugees, immigrants, asylum seekers, and displaced persons.

Demonstrated support of USCRI's values by exhibiting respect for others, maintaining confidential information, and appreciating a multicultural workplace.
