Position Overview
Seeking a Records Program Consultant to provide operational and analytical support to the USCP Records Management (RM) program. This role works under the direction of Department RM leadership to execute day-to-day RM activities, data collection, reporting, and coordination across program offices. The Records Program Consultant supports Department-wide records inventories, lifecycle activities, communications, and training coordination.
This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the Government Contracting Officer's Representative (COR) and RM leadership.
Key Responsibilities
Support Department-wide records inventories by collecting, validating, and organizing inventory data from program offices and records liaisons
Assist with records lifecycle activities, including records transfers, disposal guidance, and destruction list reviews in accordance with approved retention schedules
Prepare and distribute routine RM communications, including newsletters and periodic informational materials for records liaisons and staff
Maintain and update Records Liaison (RL) listings and supporting documentation
Participate in RM planning meetings, document meeting minutes, and track follow-up actions
Support RM assessments and surveys by gathering analytical data, compiling results, and preparing summary reports
Assist with training coordination for records liaisons and program staff, including attendance tracking and material preparation
Prepare reports, dashboards, and data-oriented materials related to RM and OIS program activities
Provide general business analysis support to OIS and RM programs, including documentation and presentation development
Coordinate onsite support activities as required to assist with records transport, inventory validation, and stakeholder engagement
Required Qualifications
Education: Associate's degree
Experience: Minimum 3 years of records management and execution experience
Skills: Strong written and verbal communication skills; ability to analyze records data, identify issues, and recommend solutions; attention to detail and accuracy in records management analysis
Citizenship: U.S. Citizenship required
Security: Must pass USCP criminal history check, fingerprinting, and background investigation
Preferred Qualifications
Federal records management exposure
Usage of Records Management Information Technology
Experience with records inventories, retention schedules, and disposition processes
Experience supporting RM program management and governance activities
Schedule & Work Conditions
Hours: Normal business hours, 8:00 AM - 5:00 PM, Monday through Friday, excluding Federal holidays
Telework: On-site minimum 2 days/week; 3 days telework after two-month full on-site acclimation period. USCP may increase on-site requirements based on situational awareness.
Travel: Not authorized
Special Events: May be required to work during certain special events (e.g., Presidential Inauguration, State of the Union) at the same labor rates
