Overview

Ramos CS, now part of Colliers Engineering & Design, is an engineering, program, and construction management firm providing quality transit, transportation, and infrastructure consulting services on public projects across the Western United States. We focus our solutions on mobility-related projects that serve the needs of our communities within the municipal, transit, transportation, airport, and port sectors.

With a staff of diversified, licensed professionals, our philosophy stems from the idea that successful project execution starts with people.

We are seeking a Resident Engineer to support construction of the Willow Rock Energy Storage Center (WRESC), a nominal 520-megawatt (MW) gross (500 MW net) advanced compressed air energy storage (A-CAES) facility in Kern County, California, approximately 4 miles north of Rosamond. The Resident Engineer will provide senior-level engineering oversight across the site's four 130 MW power turbine trains, thermal storage systems, air storage cavern, and the associated 19-mile 230kV gen-tie interconnection to Southern California Edison's Whirlwind Substation, serving as the primary technical resource for engineering.

Responsibilities

Serve as the senior engineering point of contact on-site, responding to design and engineering questions raised by contractors and field staff.

Review contractor submittals, RFIs, and change order requests for technical accuracy and conformance with design intent.

Oversee and support Field Engineers and Construction Inspectors, providing technical guidance and quality control direction.

Monitor construction progress against design documents, specifications, and project schedule.

Attend and lead site meetings, progress meetings, and technical coordination calls as needed.

Review and approve engineering documentation, as-built conditions, and field-generated design changes.

Identify and help resolve field conditions that require engineering re-design or contract change orders.

Promote a Safety First approach across all site activities.

Qualifications

Bachelor's degree in Civil, Mechanical, Electrical, or related Engineering discipline.

Active California Professional Engineer (PE) license required.

10+ years of experience in heavy industrial construction, with demonstrated ability to respond to engineering questions in the field.

Strong understanding of design engineering concepts across civil, structural, mechanical, and/or electrical disciplines.

Ability to read, write and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.

Experience on power generation, energy storage, or other heavy industrial/utility-scale projects.

Experience working alongside EPC contractors and multi-disciplinary design teams.

Availability for regular site visits and meetings — full-time field presence is not required.

Compensation: $160,000 to $185,000 per year (depending on qualifications)
