Project Overview
A client is seeking a Senior Project Manager to support its heavy civil and site-development work at a clients new semiconductor manufacturing campus in Clay, New York. The work involves a large site, substantial equipment, fast-moving schedules, multiple contractors, and constant coordination with multiple teams and project stakeholders.
The client is currently establishing a large onsite compound approximately 200 yards from the active work and roughly 50 yards from the project office. The compound will include approximately 26 offices housing safety, field, project management, and executive teams within one structure.
This is a highly visible leadership role for someone who can represent the client effectively, manage the project holistically, and keep pace with major construction organizations
Position Summary
The Senior Project Manager will take ownership of the client's overall project execution, with a primary focus on heavy civil construction, site development, underground utilities, grading, backfill, fine grading, and coordination with the project’s vertical construction teams.

The ideal candidate is a hands-on construction leader who can move between executive-level conversations and detailed field discussions. This person must be able to identify where responsibilities are being missed, maintain focus on high-value project items, and hold the team accountable for follow-through.
The Senior Project Manager will initially lead a team of approximately three to five individuals while helping Petillo continue building its broader onsite organization.
Day-to-Day Responsibilities
Manage the clients heavy civil and site-development scope from startup through final completion.
Serve as the clients primary project-management interface with Gilbane and other key project stakeholders.
Take ownership of open submittals, RFIs, drawing reviews, customer communication, and overall project documentation.
Keep RFIs, submittals, approvals, and design clarifications moving without disrupting field production.
Coordinate closely with Gilbane, Bechtel, Jacobs, subcontractors, and Petillo’s joint-venture partner.
Lead recurring coordination meetings between project managers, project engineers, superintendents, foremen, and safety personnel.
Meet weekly with field leadership and safety teams to review project status, upcoming work, risks, and unresolved issues.
Conduct regular meetings with project engineers and project managers to identify dropped responsibilities and establish clear follow-up actions.
Review construction plans with the responsible field teams and schedule follow-up meetings to confirm understanding and execution.
Maintain visibility into critical, high-value, and schedule-sensitive project activities.
Coordinate Petillo’s grading, road, utility, backfill, laydown, and fine-grading scopes.
Support communication between Petillo’s civil team and the vertical construction teams.
Manage the project holistically rather than focusing on only one individual work package.
Organize project priorities and ensure that responsibilities are clearly assigned.
Monitor field progress and communicate issues requiring management or customer attention.
Lead a team of approximately three to five project professionals.
Work closely with superintendents and foremen responsible for specific field scopes.
Help establish processes and structure as Petillo expands its onsite project team.
Support project controls and schedule discussions with external P6 consultant.
Use HCSS HeavyJob and related HCSS tools to manage production, cost, and field information.
Quickly learn and use Propeller or similar drone-based site documentation and progress-tracking platforms.
Provide consistent onsite leadership from Petillo’s project compound.
Required Qualifications
At least 5 years of project-management experience on large, fast-paced, privately funded construction projects.
Strong experience with heavy civil construction, site development, earthwork, grading, underground utilities, roads, or major infrastructure.
Demonstrated ability to manage a project across field operations, documentation, customer coordination, scheduling, and team leadership. xhqgsiq
Experience managing RFIs, submittals, drawing reviews, meeting follow-ups, and customer communication.
Salary 150,000 - 200,000
Per Diem offered for nonlocal candidates
