nResponsibilities include:
nnnDevelop research, development and acquisition management system documentation, to include supporting Statements of Work (SOW), Performance Work Statements (PWS), System Acquisition Management Plans (SAMP), Acquisition Strategies (AS) Acquisition Program Baselines, (APB), Acquisition Decision Memorandums (ADM), test and evaluation plans, fielding and deployment releases, program protection plans, spend plans, Technology Insertion Roadmaps, Transition Agreements, Congressional Briefings and responses to Congressional Requests for Information, and Program Objective Memorandum (POM) planning documents
n
nnCollect and analyze metrics and requirements from supported organizations
n
nnDevelop elements of program acquisition strategies
n
nnSupport/conduct market research
n
nnKeep program information current and organize data to submit to management for decision making
n
nnPrepare reports and briefings on program status, policies and procedures, in support of acquisition program milestones
n
nnSupport cost/benefit analysis
n
nnAnalyze effectiveness and efficiency of program; develop recommendations to improve program operations
n
nnAnswer data calls and inquiries on program policies and procedures
n
nnMonitor programs to ensure compliance with policies and procedures
n
nnManage program cost, schedule, performance, and risks in accordance with policies and procedures
n
nnCoordinate program information with personnel
n
nnInterpret regulations and directives to determine impact on programs
n
nnDetermine requirements, support government counterparts to ensure execution of programs in accordance with plans, and modify program policies and procedures based on changes to regulations
n
nnResearch ways to eliminate program bottlenecks and barriers to production; support government counterparts in development of solutions to program issues
n
nnOversee the allocation of resources based on program requirements
n
nnMaintain broad understanding of assigned acquisition program; develop acquisition documentation to include SOW, PWS, SAMP, APB, ADM, CFDR, FDR, MFP, LCSP, ILSP, program protection plans, and FM deliverables spend plans, Congressional Briefs, inter-department and agency funding transfers, and develop funding strategies addressing emerging requirements and budget challenges

nnApply business practices and market conditions applicable to program and technical acquisition requirements
n
nnApply price and cost analysis sufficient to review proposals, actual and estimated expenditures and established rates to determine price reasonableness or to determine a negotiation position; properly apply funding rules associated with the obligation of multiple types of appropriations
n
nnApply precedents found in government contracting case law to specific contracting situations
n
nnApply knowledge of contracting negotiation, administration and termination principles, policies, procedures and technical requirements applicable to the full range of contracting actions for a variety of contract types
n
nnOther duties as assigned

n nQualifications/ Technical Experience Requirements:
nnnMust be a US Citizen
n
nnSecurity Clearance Required: Secret or above (TS/SCI preferred)
n
nnBachelor’s degree in acquisition/business or related field plus 10 years of DoD acquisition experience with a minimum of 3 years DoD experience in Military Communications
n
nnDAWIA Level II (Practitioner) Equivalency in the Program Management field; must have completed DAWIA Level II (Practitioner) non-resident course prerequisites in Program Management
n
nnWorking knowledge of the Defense Acquisition System as directed by DoD Instruction , “Operation of the Defense Acquisition System” and the Defense Acquisition Framework process
n
