nThe Global Program Controls organization provides governance, reporting, controls processes, cost management support, and portfolio visibility to help Oracle Cloud Infrastructure deliver global data center programs with greater consistency, transparency, and execution discipline.

nWe are seeking a senior construction cost professional with expert SQL and data-modeling capabilities to build and manage a trusted source of truth for cost information.

nThis role will bring together cost management, estimating, project controls, financial, and operational data from Horizon, Apex, and other internal systems. The successful candidate will turn fragmented source data into consistent, governed, decision-ready information-enabling better forecasting, benchmarking, and leadership reporting.

nYou will be a close partner to cost management, estimating, project controls, finance, and operations.

nCore Responsibilities

nnnLead the collection, reconciliation, and modeling of construction cost data from Horizon, Apex, ERP systems, estimating platforms, project controls tools, spreadsheets, and other data sources.

n

nnUse SQL to extract, transform, validate, and analyze data across multiple systems and databases.

n

nnDesign and maintain the core cost data model, including project, cost code, estimate, budget, commitment, change order, invoice, actual cost, forecast, labor, material, equipment, and subcontractor relationships.

n

nnEstablish and maintain a governed, centralized source of truth for cost reporting and analysis.

n

nnBuild and manage unit-rate databases using historical cost, productivity, quantity, labor, equipment, material, and subcontractor data.

n

nnStandardize cost-code mappings, WBS/CBS structures, reference data, reporting definitions, and calculation logic across projects and systems.

n

nnDevelop reusable SQL views, stored procedures, validation routines, and reporting datasets that reduce manual reporting effort.

n

nnIdentify, investigate, and resolve data-quality issues, including incomplete records, inconsistent classifications, duplicate values, and conflicting source information.

n

nnPartner with cost management and project controls teams to improve estimate-to-budget, budget-to-actual, forecast, change-control, and cost-to-complete reporting.

n

nnProduce clear analyses and executive-ready reports that communicate cost performance, trends, risks, and opportunities.

n

nnDocument data sources, model relationships, transformation logic, business rules, and ownership to support sustainable use and governance.

n

nnSupport Power Apps and Power Automate solutions that improve data collection, workflow, and control processes.

n

n nResponsibilities

nRequired Qualifications

nnnBachelor's degree in Data Analytics, Computer Science, Information Systems, Finance, Engineering, or a related field; equivalent relevant experience will be considered.

n

nn8+ years of experience in construction cost management, cost controls, estimating, project controls, or construction data analytics.

n

nnExpert-level SQL proficiency, including complex joins, CTEs, subqueries, window functions, aggregations, data reconciliation, and data-validation logic.

n

nnStrong experience designing relational and dimensional data models, including keys, relationships, normalization, fact tables, dimension tables, and reporting-ready data structures.

n

nnExperience working with construction estimates, budgets, commitments, purchase orders, change orders, invoices, actual costs, forecasts, unit rates, productivity, and cost codes.

n

nnWorking knowledge of Oracle Primavera Unifier, Horizon and Apex, including their data structures, reporting capabilities, and integration considerations.

n

nnAbility to reconcile data across multiple operational and financial source systems and establish clear business definitions.

n

nnAdvanced Excel skills and the ability to turn complex analysis into clear, executive-ready reporting.

n

nnStrong judgment, attention to detail, communication skills, and comfort working across technical and non-technical teams.

n

n nPreferred Qualifications

nnnExperience building and maintaining unit-rate libraries, historical-cost databases, estimating benchmarks, or productivity databases.

n

nnExperience with cost systems, project controls tools, and ERP platforms such as Oracle ERP, SAP, EcoSys, Unifier, Primavera P6, Microsoft Project, or comparable systems.

n

nnExperience designing ETL/ELT workflows, data pipelines, APIs, database integrations, or data warehouses.

n

nnFamiliarity with Power Apps and Power Automate.

n

nnExperience with Python.

n

nnExperience integrating cost, schedule, quantity, and productivity data for forecasting and performance analysis.

n

nnFamiliarity with data governance, master-data management, audit controls, and data-quality frameworks.

n

nnExperience supporting large capital programs, multi-project portfolios, campuses, infrastructure, industrial, energy, data-center, or similarly complex construction environments.

n

nnCCP, PMP, MRICS, or related professional certification.

n

nUS: Hiring Range in USD from: $90,100 to $209,500 per annum. May be eligible for bonus and equity.

nOracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.

nCandidates are typically placed into the range based on the preceding factors as well as internal peer equity.

nnPaid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
