Position Overview
We are seeking a highly organized, proactive Senior HR & Operations Specialist to manage our day-to-day HR administration, payroll execution, office operations, and executive support. This is an Individual Contributor (IC) role reporting directly to the Founder & CEO, ideal for a professional who thrives in a fast-paced, bilingual tech startup environment.
Key Responsibilities
HR & Compliance Administration: Oversee employee onboarding/offboarding, process I-9 verifications, maintain confidential personnel records, and ensure strict adherence to federal and California labor regulations.
Payroll & Time Tracking: Administer bi-weekly payroll via HR platforms, audit hourly employee time-card records, and ensure full compliance with California non-exempt overtime, double-time, and mandatory meal/rest break rules.
Office & Facilities Management: Manage daily Sunnyvale office logistics, order IT equipment and office supplies, liaise with property management, and coordinate vendor contracts.
Cross-Border Operational Support: Assist executive leadership with administrative scheduling, vendor communications across time zones, document translation/formatting, and special operational projects.
Qualifications & Requirements
Experience: 3-5+ years of progressive HR operations, office management, or executive support experience (tech startup or professional services background preferred).
Bilingual Proficiency: Full professional fluency in both English and Mandarin (written and spoken) is required to support cross-border operations and stakeholders.
Labor Law & Payroll Knowledge: Solid working knowledge of California employment laws, particularly non-exempt wage-and-hour compliance, as well as hands-on experience with systems like Gusto, Rippling, or similar HRIS tools.
Technical Skills: Proficient in Google Workspace, Microsoft Office 365, Slack, and digital documentation tools.
Work Authorization: Valid U.S. work authorization required (US Citizen, Green Card, or H-1B transfer).
