Position Summary

SHR Consulting Group is seeking an experienced Senior Java Cloud Developer (GCP) to serve as a senior-level engineer supporting DHS FEMA application modernization, containerization, and migration to Google Cloud Platform (GCP). The role leads the design, development, modernization, and implementation of secure, scalable cloud-native solutions, with a primary focus on Java/Spring Boot applications and containerized workloads.

The Cloud Developer will evaluate existing application architectures, recommend modernization approaches, and implement solutions that improve scalability, security, resiliency, maintainability, and operational performance. The position works across application development, DevSecOps, cloud infrastructure, security, and operations teams to migrate and operate enterprise applications within GCP and Kubernetes/OpenShift environments. AWS GovCloud or Microsoft Azure Government experience is highly preferred.

Key Responsibilities

Lead the architecture, development, containerization, and modernization of enterprise Java/Spring Boot applications for deployment to GCP .

Provide strategic network design and implement scalable, secure, resilient cloud-native architectures aligned with FEMA technical and organizational requirements.

Refactor and configure Java/Spring Boot services for containerized environments using Docker and Kubernetes/OpenShift .

Plan and execute application and workload migrations to appropriate Google Cloud Platform services , including integration with cloud networking, security, storage, compute, and managed services.

Develop and maintain application build, deployment, and release processes using Git, Harness, Maven, and Gradle .

Implement and support CI/CD and DevSecOps practices, including automated build, testing, security scanning, deployment, and release controls.

Integrate distributed application and cloud-native capabilities using Dapr/Dramon and related platform services where required by the PIVOT architecture.

Incorporate application security and code-quality controls using Snyk, SonarQube , and related automated scanning and remediation tools.

Evaluate existing and emerging technologies and recommend solutions based on scalability, security, reliability, maintainability, interoperability, and operational requirements.

Provide senior-level troubleshooting and operational support for complex application, container, cloud platform, deployment, integration, performance, and connectivity issues.

Lead or support capacity planning, configuration reviews, security audits, performance analysis, and technical risk assessments for cloud-hosted applications and supporting environments.

Support IP strategy and management as it relates to cloud-hosted applications, container platforms, service connectivity, and integration with enterprise network architectures.

Produce and maintain detailed technical documentation, including solution architectures, application and service diagrams, deployment diagrams, configuration documentation, interface specifications, operational procedures, and troubleshooting guides.

Collaborate with application developers, cloud engineers, DevSecOps engineers, security teams, architects, network engineers, product teams, and government stakeholders to deliver integrated solutions.

Provide technical leadership, design guidance, code reviews, engineering standards, and mentoring to junior and mid-level engineers.

Participate in architecture and engineering reviews and communicate technical recommendations, risks, dependencies, and implementation considerations to technical and program stakeholders.

Support production readiness, release activities, incident resolution, root-cause analysis, and continuous improvement of FEMA applications and cloud services.

Minimum Qualifications

Demonstrate the ability to independently lead complex engineering efforts from architecture through implementation and operational support.

Strong technical judgment, the ability to evaluate and integrate technologies across application and infrastructure domains, and experience solving complex problems in enterprise cloud environments.

Strong hands-on experience with: Java and Spring Boot application development and modernization

Docker containerization

Kubernetes and/or OpenShift

Google Cloud Platform (GCP) services and cloud-native architectures

Git source-code management and branching workflows

Harness or comparable CI/CD deployment platforms

Maven and/or Gradle build and dependency management

Dapr/Dramon or comparable distributed application/runtime technologies

Snyk and SonarQube for security, vulnerability, and code-quality analysis

CI/CD and DevSecOps engineering practices

RESTful APIs, microservices, and distributed application architectures

Cloud security, configuration management, troubleshooting, monitoring, and performance optimization

Understanding of FISMA , FedRAMP requirements is highly desired

Education & Certifications

Bachelor's degree in Computer Science, Electrical Engineering, Information Systems Management, or a related field.

At least one advanced certification such as GCP, Azure, AWS Cloud certifications ; CISSP; advanced Cisco certifications (CCNP, CCIE).

Security Clearance

U.S. Citizenshi p .

Ability to obtain Public Trust . DHS EOD Public Trust is preferred. FEMA Public Trust is highly preferred.

Work Environment

Remote with the ability to report onsite (Washington, DC or Bluemont, VA) occasionally for in-person meetings and events.

Candidates residing in the DC Metro Area preferred.

Salary Range 140,000 – 165,000 USD. The salary range represents a general guideline; SHR considers a number of factors when determining the base salary offers such as the scope and responsibilities of the position, and the candidate's experience, education, skills and current market conditions.
