The Opportunity

DT Global is seeking an M&E Lead to support the Partnerships for Infrastructure Phase 2 (P4I-2) program, an Australian Government initiative supporting quality infrastructure development and inclusive growth across Southeast Asia.

P4I-2 is a 10-year initiative running to December 2035, with its initial five-year period covering January 2026 to December 2030. The program works across land transport resilience, maritime decarbonisation, integration of renewables into energy systems and telecommunications, while integrating climate and gender equality, disability and social inclusion considerations.

The M&E Lead will be responsible for implementing and periodically refining P4I's Monitoring, Evaluation and Learning system, ensuring performance data is effectively collected, analysed, reported and used to support program decision-making.

What You'll Do

Lead implementation and refinement of P4I's MEL Framework, Performance Assessment Framework indicators, data collection tools and analytical methodologies.

Integrate inclusion, climate and other cross-cutting priorities into MEL systems.

Lead program performance monitoring, including data collection, quality assurance and analysis.

Coordinate with P4I colleagues and subcontractors to ensure reliable performance data.

Oversee the program Management Information System and ensure it generates accessible and reliable data.

Lead the preparation and quality assurance of DFAT progress reports, dashboards, presentations and other reporting products.

Work closely with the Learning Lead on reviews, research and learning processes.

Synthesise evidence, stakeholder feedback and contextual analysis into practical insights for program management and adaptive decision-making.

Provide MEL technical leadership, mentoring and capacity strengthening to program teams, partners and advisers.

Promote evidence-informed decision-making across the P4I program.

Requirements

Core Qualifications

Tertiary qualification in international development, monitoring, evaluation and learning, public policy, social research, economics, governance, infrastructure or a related discipline.

Equivalent professional experience may also be considered.

Technical Expertise

Demonstrated experience leading MEL systems for large and complex donor-funded programs.

Experience with performance monitoring frameworks, data quality assurance processes, Management Information Systems and donor reporting.

Strong understanding of MEL methodologies and development effectiveness approaches.

Knowledge of performance measurement, evaluation, adaptive management, learning and evidence-informed decision-making.

Understanding of DFAT MEL Standards or comparable donor requirements.

Strong qualitative and quantitative analytical skills.

Ability to synthesise data, evidence and stakeholder insights into practical recommendations.

Experience working in Southeast Asia and/or in infrastructure, climate, inclusion, governance or related development programming is desirable.

Professional Strengths

Excellent written, verbal and facilitation skills.

Strong stakeholder engagement and relationship management capabilities.

Ability to work effectively with donors, government counterparts, program teams, subcontractors, consultants and technical advisers.

Demonstrated technical leadership, mentoring and capacity-strengthening skills.

Ability to work effectively within multidisciplinary, multicultural and geographically dispersed teams.

Strong organisational skills and the ability to manage competing priorities while delivering quality outputs on time.

Mindset Fit

Sound judgement and initiative.

Professionalism and integrity.

Commitment to safeguarding, inclusion, ethical practice and respectful engagement.

Opportunity to contribute to a major Australian Government-funded infrastructure development program.

Work across climate, infrastructure, renewable energy, telecommunications and maritime decarbonisation initiatives.

Exposure to multidisciplinary and multicultural teams across Southeast Asia.

Opportunity to contribute to evidence-based development programming and adaptive management.

Why This Role Matters

The M&E Lead will play a central role in ensuring that P4I's performance evidence is reliable, useful and aligned with donor requirements. The position will help translate program data and stakeholder insights into practical information that supports learning, accountability, adaptive management and progress toward P4I's End of Program Outcomes.
