Job Description

GDIT is seeking a full-time employee to lead programs, drive strategic initiatives, and initiate new business pursuits across GDIT’s federal civilian agencies, with a strong emphasis on the Law Enforcement business area. This includes programs and pursuits at FBI, DOJ, U.S. Courts, and other federal government agencies, with a particular emphasis on the Drug Enforcement Administration (DEA). The successful candidate will have leadership experience and an in-depth knowledge of law enforcement organizational structure, strategy, and IT modernization goals. Specific experience and expertise with enterprise information technology services, IT modernization strategy, organizational structure and key leadership at DEA and other law enforcement agencies is required. Services will also focus on federal law enforcement and national security use cases, with the ability to bridge gaps between innovative technological solutions and critical national security needs to foster long‑term value for both clients and government.

Candidate Responsibilities

Candidate responsibilities include, but are not limited to, the following activities: Providing in-depth government agency subject matter expertise and leveraging specific operational and investigative technology subject matter knowledge to align capabilities with requirements. Executing targeted tactical business development efforts, offering RFI, RFQ, and RFP support and review to maximize success, and providing post‑award implementation support to help clients transition from contract win to operational success. Interface with the client leadership to align GDIT capabilities and strengths to meet mission needs. Strengthen alignment of GDIT organizational capabilities to client needs. Review white papers, solutions, proposals, and other documents and provide feedback to the GDIT program team as requested. Providing leadership across the new business development life cycle - from opportunity identification, qualification, and win strategy development through the post‑submission phase of the capture process. Participate in all phases of the capture and growth life cycle, providing the “voice of the customer”, including reviews and proposal and content development. Manage the successful completion of all tasks in an assigned program area, including technical work, financial and business development activities. Supervise assigned technical and administrative staff, including subordinate supervisors, and perform personnel actions including hiring and performance evaluation. Be responsible for profitability and revenue growth of assigned program(s). Assure quality of program products, services, and deliverables, including participating in reviews, audits, and site visits. Perform business development activities at all stages, including the preparation and review of technical and cost proposals. Perform financial management services, including financial analysis, budget and cost quote preparation, cost management, reconciliation, and profit enhancement. Coordinate and monitor sub‑contractor activities and administers subcontractor deliverables and finances. Prepare and provide various reports and technical reviews to senior management as requested. Ensure compliance with relevant corporate and government policies and standards.

Required Qualifications

REQUIRED QUALIFICATIONS: Bachelor’s Degree or equivalent, 15+ years of progressive Federal Law Enforcement operational and leadership experience. Experience and expertise with DEA and other law enforcement information technology services. Strong strategic development and implementation experience. Experience with the federal proposal processes, delivery and execution. Understanding of, and experience with, the federal government budget and procurement process. Candidates must be eligible to obtain Top Secret level Security Clearance

Salary

The likely salary range for this position is $165,750 - $224,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.

Paid leave and paid holidays are prorated based on the employee’s date of hire. The GDIT Paid Family Leave program provides a total of up to 160 hours of paid leave in a rolling 12 month period for eligible employees.
